中文摘要 | 吾人認為土地評價與農場系統分析的介面整合暨土地評價和土地利用規劃的介面 整合對於鄉村發展規劃至為重要: 又使用農場系統作業方式採用 " 快速鄉村評估 " ( R.P.A. )方法將助于充份了解農民及當地社區在彼等面臨問題╱感覺上需要╱興趣與激勵 ╱土地使用變動可能機會等必要資訊,對促進農場實務改進恆續提高生產力並方便找出一個 確認永續土地利用的簡單,快速又價廉的方法是有其舉足輕重的重要性。 同樣,具統合調查實務經驗人士尤須與農藝、農經、地形地貌、土地評價、水文、土壤保育 、土地利用規劃、社會科學等專家學者多所溝通協商,並有效取得當地區政治人物,地方官 員,金融與財務人員,農民及推廣人員充份之共識與合作,方能有效統合不同部門在發展過 程中中彼此攜手合作;將自然資源與社會╱經濟資源有效結合,並藉而提供日後對發展備選 方案及土地利用計畫在決策、執行及監測調查上絕大的好處;如此一來,在整個發展過程上 有關各方均朝同一個高位階的社會╱經濟目標努力,可用資源的使用效率將因而提高。 此外,對不同專業在作業方式、每一評估單位大小、問題確認、作業地區範圍、資料取得方 式、測計工具能量以及使用何種判讀方法等的不同論點都得以在連繫、協商、討論過程中取 得一致的看法與作法,更是本文強調統合協調、連繫、溝通作業方式好處之一,實值國內有 關規劃機構在國土資源規畫或類似的計畫上參考使用。 |
英文摘要 | The interface of LE and FSA/FSR is equally important as the interface of LE and LUPL for the purpose of rural development. And the adoption of rapid rural appraisal (R.R.P.) method using the farming system approach place the pivotal importance in identifying problems/ felt needs/ aspirations/ opportunities of farmers as well as of the local community. Might as well, to improve the productivity and sustainability of the current practices is already good enough. May be a simple, quick and inexpensive method for identifying sustainable land use would be valuable. Samewise, experienced survey integrationists are required to coordinate with interested parties i.e. agronomists, agroeconomists, geomorphologists, land evaluators, hydrologists, soil conservationists, social scientists, land use planners, politicians, local government officials, civil servants, bankers and financiers, farmers and their spouse, extension servicemen, etc. The integration is necessary to aid communication and cooperation among parties to the development process, to link resources studies to social and economic development processes, to link development alternatives, land use plans to decision-making, implementation and/or recommendations for further investigations and monitoring, to improve efficiency in the use of the resources available for development and to help ensure all parties in the development process are working to the same ends which have a high social and economic utility. The differences to be coordinated and discussed are approach, unit of study, problems/levels of scale, way of data acquisition, power of measurement, methods of integration. |
