中文摘要 | 員工福利是人力資源管理的重要項目,它具有以下的作用:1. 補貼的作用;2. 誘因的作用;3. 照護的作用;4. 社會安定的作用;5. 激勵的作用。為充份發揮福利制度的以上作用,人力資源專家必須做好福利制度的規刮工作。至於規釗員工福利措施所須考量的因素,本文認為有下列幾項:1. 組織整能的待遇策略;2. 人口統計因素;3. 外在競爭和內在公平性;小適法性;5. 適用對象:6. 成本控制。在以上的因素中,本文特別說我國人口統計因素提出討論,希望做為有關的組織或人員(尤其是公部門)在從事福利規到時的參考。在各項人口統計的數據當中,作者認為以下四項尤應受到關切:1. 生育率下降,人口結構趨於老化;2. 離婚率提高,單親家庭比率漸增;3. 女性勞動力參與率上升;4. 娛樂教育及文化支出提高。針對這四項人口統計因素所規劃的員工福利制度應具有前瞻性,並能符合員工的需水。例如:老人醫療照護、彈性工時及托兒服務、彈性福利制度、休閒設施及服務等。 |
英文摘要 | Employees benefits are the important issue of human resources management. Its functions are: 1. to subsidize, 2. to be incentives, 3. to patronize, 4.to be socialsecurity, and 5. to motivate. In order to accomplish these functions, the human resources managers have to plan the benefits packages thoroughly, and must consider the following six factors: 1. the employer total compensation strategies, 2.demographics, 3. the external competitiveness and inner equity, 4. legal requirement, 5. who benefited, and 6. cost control. Among those factors, the article suggests that the second (demographics) is the most important one for the benefits packages planning, especially in the publicsector. In the factor of demographics, there are four factors worth our concern: 1. lowbirth rate and steady aging of the population, 2. the rising divorcement rate and single parent family, 3. labor force participation rate for women continuing growing up, and 4. the rising expenditure of entertainment, education, and culture. The employees benefits packages planned in accordance with those four demographics would be meeting the needs of employees. The benefits as the elderlymedicare, flextime, day-care center, cafeteria benefits, recreations and services,should be emphasized. |
