中文摘要 | 本文探討我國僑生教育,一方面闡述政府重視僑教所採行之各種措施, 及明瞭其發展脈動與利弊得失,一方面就現行僑生教育政策,提出檢討分析與建 議,以展望其未來發展。 早在民國三年,政府即已擬訂辦法,鼓勵僑生回國升學,其後並逐年擴人招收僑 生。民國二十年政府成立僑務委員會,僑生教育政策乃得有計劃地實施。 抗戰軍興,僑生教育雖受影響,但並未中斷,其時僑匯斷絕,政府為濟助僑生, 擬就救濟辦法,當時受惠僑生,達一萬餘人。 中央政府遷台後,為加強僑教,擬訂各項鼓勵僑生教育辦法循序實施,僑生教育, 因而蓬勃發展。回國接受教育之僑生人數大增,本文將此期間之僑生教育,分為 幾個階段,詳述共發展及每一階段的重要措施。 民國七十八年以後,由於國內經濟教育的發展,社會環境的變遷,青年升學競爭 的劇烈;僑生教育主管機關因應部份人士的要求,而酌減對僑生就學的優待,但 鼓勵僑生回國升學的政策不變。本文就其改變前後之重要措施,作一比較分析。 最後,本文提出三項建議,作為政府擬訂決策之參考,以利我國今後僑生教育之 發展。 |
英文摘要 | This article deals with the education of overseas Chinese studentsin the Republic of China. On the one hand, it expounds that becausethe Chinses government has a deep concern for the education ofOverseas Chinese students, she has adopted various measures forimplemuntation. Besides explaining the course of development, it alsodiscusses the advantages and disadvantages of those measures. Onthe other hand, it also reviews and analyzes the present policy andoffers some suggestions for future improvement. Early in 1914, the Chinese government stipulated relevant regulationsfor encouraging overseas Chinese students to pursue education in thier motherland. Later, the government increased the recruitmentof overseas Chinese students gradually. In 1931, the central government established the responsible organization entitled OverseasChinese Affairs Commission. Since then, the policy for overseasChinese education has been carried out step by step according toplan. After the breakout of the Sino-Japanese war in 1937, all overseasChinese students on mainland China were unable to get any financialsupport from their respective resident countries. For this reason,the government took some necessary step for giving them timelyfinancial aid. More than 10,000 overseas students received the help. Since the central goveninent moved to Taiwan in 1949, she hastried every possible way to promote overseas Chinese education inTaiwan. Consequently, the education for them has beem improvedday after day, and their enrollment has greatly increased. In orderto facilitate our discussion of this matter, this article divides thiereducation into several periods and gives a detailed explanation ofthe major implementation in each period. Moreover, as the society of Taiwan has been undergone a lot ofchanges since 1989, the education of overseas Chinese students hasalso subjected to some changes. For this reason, the organizationin charge of overseas Chinese education has cut down some specialprivileges of the overseas Chinese students because of some peoplesobjection. But the basic education policy for encouraging them topursue education in Taiwan remains unchanged. This article givera comparison of the changes occurred before 1989 with those occurred after 1989. Finally, this article offers three suggestions with a view tofacilitating the future development of the education for overseasChinese students and providing the government with the necessaryreference for policy making. |
