| 中文摘要 | 亞太地區的西側,是東亞地區,包括日本、亞洲四小龍、中國大陸及東協各國, 其人口總數約佔世界總生產毛額的 20.7%,貿易額佔世界貿易總額的 22.6%。此一地區的發 展潛力尤為驚人。近幾年來,多數國家經濟成長率傲視全球,為其他國家遠不能及。 在亞太地區經貿前景持續看好的樂觀期待中,臺灣產業的發展在 1980 年初期遭遇瓶項,其 中國內固定資本形成佔 GNP 的比率下降,加上 1986 年後製造業大量出走。 為永續臺灣競 爭力,政府乃提出「發展臺灣為亞太營運中心的計畫」。評估結果,本文建議,臺灣要作為 「亞太營運中心」應以製造業為根本,結合「跨國企業」或「多國籍公司」之策略聯盟,以 臺灣為前進亞太市場的跳板,並持續技術升級,及維持與大陸、東南亞垂直分工體系,方能 永續臺灣的競爭力。 |
| 英文摘要 | For yers, most of the countries in Asia-Pacific area accomplished among all the competition wor-ldwide. In the successful prospect of the trade and economy in Asia-Pacific area, Taiwana's industries came to a bottleneck in the beginning of 1980s. The ratio of gross fixed capital formation against GNP dereased. Besides, most of the manufactures moved overseas after 1986. In order to maintain the competitiveness of Taiwan, the authorities propose 「 the project of developing Asia-Pacific Operations Center in Taiwan 」 as an alternative. The result of evaluation for the project, here we suggest, if we want to be the Asia-Pacific Operations Center, We have to base to on Manufacturing and combine with transnational enterprises or multinational corporations as a strategy union. Build Taiwan as a stepping-stone to the markets in Asia-Pacific arescontinue to upgrade technology and maintain the vertical type of divison of labour between mainland and south-east Asia. Thus competitiveness of Taiwan will be continuous. |
