中文摘要 | 我國教學醫院評鑑肇始於民國67年9月,迄至民國74年6月,業已完成第四次評鑑,核定教學醫院計達56所。由於這是由教育部及衛生署共同主辦之官方正式評鑑,公佈之結果廣為各方矚目和採認;此項評鑑確實已對國內醫療水準產生極大的提昇作用,並間接造福了全民健康。 本研究係以一年時間,實地參與評鑑工作,收集分析各教學醫院動態與靜態資料,建立教學人員素質、教學設施、教學活動等相關數據,用以評估我國教學醫院整體水準及現況缺失;並試行逐項比較教學醫院各類設施與最低要求標準間之差距;檢討現行評鑑標準之寬嚴是否合宜;以及應如何作適度之修訂。同時,也對現行之評鑑方式,諸如:評鑑項目、評鑑委員組成、評鑑過程用時、評定等級名稱以及醫院自我評鑑和受訓醫師反應等問題,提出討論及建議,希望對日後續辦之教學醫院評鑑能有所助益,期使該項重要工作更為落實。 |
英文摘要 | According to the national education system, each medical student must complete one-year internship prior to graduation. The internship has long been considered to be an essential phase in the education of physicians. The Ministry of Education recognized the importance of maintaining standards that reflect the current practice and the dynamic environment of the teaching hospitals, so jointed with the National Health Department to promulgate the “Minimum Standard for Teaching Hospitals” in 1978. Hospital failed to meet the minimum standard would not be allowed to offer internship training since 1979. The Accreditation Committee is composed of representatives of medicine, nursing, health and hospital administration to evaluate the internship program in detail. It decides upon an accreditation status for each program and identifies areas in non-compliance with the standard. Following the two-year accreditation cycle, the committee has conducted four surveys, and considerable experience has been gained. This study contains information and statistical data of 52 accredited programs reviewed after September 30, 1984, with comparative data from the minimum standard for teaching hospitals. Recommendations focused on general and special requirements, accreditation committee, accreditation categories, and accreditation process were remarked. The policy of teaching hospitals accreditation is indeed a stepping stone toward continued success of medical education and health administration, and do bring education and medical administration united together. However, it is necessary to revise the standard and modify accreditation procedures regularly to develop more goal-oriented system that focuses on essential elements of our teaching hospitals for continued use. Acknowledge must be given to the valuable advice that has been received from committee members and health care professionals during the past year. |
