| 英文摘要 | Due to its natural surroundings, fisheries has been one of the important sectors of the national economy in Taiwan. Among them, deep-sea fisheries is predominant. Total fisheries production reached 119,521 metric tons in 1940, of which deep-sea fisheries represented 47.88%. It was the highest record in the Japanese occupational period. Production dropped sharply during the war period, especially seep-sea fisheries which was almost entirely stagnant. Recovery was rapid after 1954, the year Taiwan was restored to the Republic of China. Considerable funds from various sources were invested in the development of the fishing industry under the four four-year economic development plans. Thus, total investment was increased from 200 million N.T. dollars in 1958 to 1,393 million dollars in 1958, more than a five-fold increase in a decade. The investment funds were mostly from private sources, registering 71.68% of the total between 1966 and 1968. About 90% of the investment funds was used in the construction of fishing crafts, and nearly 75% of them was for deep-sea fisheries. Very little has been invested in the development of other aspects of the fishing industry, such as fishing implements and fishing techniques, improving inland marketing facilities, etc. Because of concentrated investment in deep-sea fisheries, the number of fishing crafts have been greatly increased. The total tonnage of powered crafts reached 204,491 tons in 1968, which is about 6.5 tims higher than that in 1952, and 58.85% of which represented deep-sea tonnage, and of that, 61.91% belonged to tuna long liners. This rapid expansion in investment has resulted in a significant increase in fishery production. Total fishery production has increased to 531,020 metric tons in 1958, 45.47% of which is the production of deep-sea fishery. However, this over-emphasis on investment in fishing tonnage and under-emphasis on proportionate investment in the related fields of the fishing industry has created many problems. They are: (1) lack of highly trained seamen and officers especially in the tuna long liners; (2) over-crowding in limited fishing grouds so that the variety of high-quality fishes is decreasing and the size of fishes caught and yield per tonnage are also on the decrease; (3) the overseas supplying bases are mostly under the control of foreighn agents, consequently, there is very limited bargaining power in marketing fishes at those bases; (4) most fishing firms are operated on a relatively small scal for some extenal reasons, so that their financial status is unusually week; (5) lack of improved marketing facilities and cold storage system results in heacy wastage in maketing; (6) low level of processing and inefficient processing plants limit the tuilization of fishing products so that proces are often kept low, thus lowering investment returns. It is therefore, concluded that proportioned investment in related lines of fidheries is particularly needed in order to increase the economic efficiency of investment. For this reason, the following recommendations are mde for the remedy of the existing deficiencies. These are : (1) more investiment in human resources in training seamen, improving fishing techniques and fishing implements; (2) continued exploitation of fishing grounds through more investment in research, especially in oceanography; (3) improving marketing facilities and cold storage system in marketing fishery products, as well as expanding the processing industry for fishery product; and (4) incestment in establishing more and self-controlled overseas supplying bases for facilitating deep-sea fisheries development. Much of these work should be done by government or by public base. |
