| 中文摘要 | 當家庭功能失衡、暴力或資源匱乏而無法持續照顧兒童及少年時,安置制度成為保護其基本生活與發展權益的重要機制。然而,隨著安置期滿,許多少年在尚未具備足夠生活能力的情況下被迫離開體系,進入自立生活階段,面臨就業不穩、經濟壓力、心理調適與社會支持不足等多重風險。為回應制度斷裂所衍生的困境,政府逐步推動少年自立生活方案,期望透過支持性服務協助其平順銜接成年生活。本研究即以此政策脈絡為背景,探討少年自立生活方案在制度設計與實務運作上的落差,並分析第一線社工的執行經驗與因應策略。研究方法採取質性取向,資料來源包含中部某縣市自立生活方案之年度執行成果報告,以及對五位至少具半年以上實務經驗之社會工作者進行深度訪談,並透過主題分析歸納服務成效、執行限制與實務調整方式。研究發現顯示,自立生活方案在促進少年就業穩定、生活技能培養與基本經濟管理方面具一定成效,惟在人力配置不足、經費不穩定及量化績效導向的制度要求下,社工須承擔高度角色壓力,影響服務深度與持續性。研究結果指出,自立少年多屬「被迫自立」,其生活困境具有結構性脆弱特質,難以僅憑短期補助因應;而社工則透過陪伴式支持、優勢觀點與跨網絡合作,彌補制度不足。據此,研究建議自立生活方案應朝向法制化與常設化發展,強化人力與專業支持,並採取更具彈性與歷程導向的服務設計,以確保少年自立歷程之穩定與福祉。 |
| 英文摘要 | When families are unable to provide adequate care due to dysfunction, violence, or resource deprivation, out-of-home placement serves as a critical safeguard for children and adolescents. However, as placements end due to age limits or statutory requirements, many adolescents are required to exit care before they are adequately prepared for independent adulthood. This transition often exposes care leavers to risks such as unstable employment, financial hardship, psychological adjustment difficulties, and limited social support. In response, Taiwan has developed independent living programs to support adolescents transitioning out of care. This study examines the gap between program design and frontline practice and explores practitioners' implementation experiences. Using a qualitative approach, this study draws on an annual implementation report from an independent living program in a central Taiwanese municipality and in-depth interviews with five frontline social workers with at least six months of relevant experience. Thematic analysis was employed to identify service outcomes, implementation constraints, and practice adaptations. Findings indicate that the program supports employment stability, basic financial management, and daily living skill development. However, limited staffing, unstable funding, and an emphasis on quantitative performance indicators constrain service continuity and increase role strain among social workers. The findings further suggest that many adolescents experience "forced independence," reflecting structural vulnerability that cannot be adequately addressed through short-term assistance alone. Frontline practitioners respond through accompaniment-based, strengths-oriented practice and cross-sector collaboration. This study recommends strengthening the institutionalization of independent living programs, enhancing workforce stability and professional support, and adopting more flexible, process-oriented service designs to better support adolescents' transitions to independent living. |
