| 中文摘要 | 人工智慧(AI),特別是生成式 AI 與大型語言模型(LLMs), 正逐步重塑全球金融科技(FinTech)發展。本文首先釐清金融科技 的定義與 AI 在其中的核心角色,並分析其帶來的風險與治理課題; 其次,透過國際比較,歸納歐盟(高規範)、新加坡(中間派)及 美英(創新導向)三種治理模式;再回顧台灣在智慧客服、防詐模 型、智能投顧與保險科技等應用,以及金管會推動《金融科技發展 路徑圖2.0》、「輕量沙盒」、AI 指引與自律規範等政策進展。綜 合分析後,本文提出台灣應採「中間派」治理路徑,兼顧創新推廣 與風險控管,透過跨部會協調、動態監管、資料治理、消費者保護 與國際合作,建構具韌性與永續性的 AI 金融生態系。 |
| 英文摘要 | Artificial intelligence (AI), particularly generative AI and large language models (LLMs), is increasingly reshaping the global development of financial technology (FinTech). This paper first clarifies the definition of FinTech and the core role of AI within it, and examines the associated risks and governance challenges. It then conducts a comparative analysis of international approaches, identifying three major governance models for AI in finance: a high-regulation model represented by the European Union, a middle-ground model exemplified by Singapore, and innovation-oriented models adopted by the United States and the United Kingdom. The paper further reviews Taiwan’s recent applications of AI in areas such as intelligent customer service, anti-fraud models, roboadvisory services, and insurtech, as well as policy initiatives promoted by the Financial Supervisory Commission, including the FinTech Development Roadmap 2.0, the “light-touch sandbox,” AI guidelines, and industry self-regulatory frameworks. Based on this analysis, the paper argues that Taiwan should adopt a “middle-ground” governance pathway that balances innovation promotion with effective risk management. Through cross-ministerial coordination, dynamic regulation, data governance, consumer protection, and international cooperation, Taiwan can foster a resilient and sustainable AI-enabled financial ecosystem. |
