| 中文摘要 | 我國公務人員高普考試制度以「公平、公正、公開」為核心價值,採考試事權統一模式進行,在社會需求益發多元之際,為了呼應政府機關業務與時俱進,考試設計除了須回應上述核心價值外,更朝向優化「適才適所」、「考用合一」的方向精進。近年來,國家考試的改革在筆試部分實現了專業科目減列,以期減輕應考人負擔,並將選才重點逐步從記憶知識轉向工作所需之核心職能。國家考試專業科目減列這項複雜的公共政策變革,涉及多方利害關係人角色互動關係,其中用人機關具備促成科目專業知能核心化改革的重要影響力。本文認為專業科目的減列並非單純的行政作業的調整,其決策與實施的有效性,關鍵在於用人機關的實質參與。用人機關作為職位需求的最終使用者,對於職務所需之「核心職能」具有最精準的掌握,能確認應試科目確實能評量與業務最相關的知識與能力,避免科目減列後的選才結果與實際工作脫節。本文嘗試以利害關係人理論出發,探究用人機關如何影響國家考試專業科目減列這項制度變革,成為落實「合用」目標的必要環節。透過文獻回顧與理論分析,闡述用人機關在高普考試專業科目減列政策中參與的必要性、機制設計,以及可能面臨的挑戰,並提出深化考用合作夥伴關係的具體建議。 |
| 英文摘要 | Taiwan's civil service examination system is based on the core values of "fairness, impartiality, and transparency." It adopts a unified examination authority model . As societal needs become increasingly diverse , and to keep pace with the evolving operations of government agencies, the examination design must not only respond to these core values but also strive to optimize the matching of talent to positions and the integration of examination and application . In recent years, reforms to the national examination system have reduced the number of professional subjects in the written examination to lessen the burden on candidates and gradually shift the focus of talent selection from memorizing knowledge to the core functionalities required for the job. The reduction of professional subjects in national examinations is a complex public policy change involving the interaction of multiple stakeholders, among whom employers have a significant influence in promoting the coreification of professional knowledge and skills in these subjects. This article argues that the reduction of professional subjects is not merely a simple adjustment of administrative procedures; the effectiveness of its decision-making and implementation hinges on the substantive participation of employers . As the end-users of job requirements, employers have the most accurate grasp of the "core functions" required for the position and can confirm that the examination subjects truly assess the knowledge and skills most relevant to the job, avoiding a disconnect between the talent selection results after the subject reduction and actual work. This article attempts to explore, from the perspective of stakeholder theory , how employers influence this institutional change of reducing professional subjects in national examinations , making it a necessary link in achieving the goal of "suitable employment." Through literature review and theoretical analysis, this article elucidates the necessity, mechanism design, and potential challenges of employers' participation in the policy of reducing professional subjects in national examinations , and proposes specific suggestions for deepening the partnership between examination and employment. |
