| 中文摘要 | 社區森林管理(Community-Based Forest Management, CBFM)近年成為森林管理的新趨勢,重視社區主導的管理方式,以期帶動社區經濟、適應氣候變遷、提升環境意識及促進公平分配。然各地區CBFM的實踐存在商業組織、包容性、社區賦權及永續性等挑戰。大學作為社區重要利益相關者,有責任透過深度參與實踐社會責任。自2022年7月起,國立嘉義大學於嘉義縣布袋鎮好美社區展開為期三年的駐點計畫,以森林專長團隊針對受銀合歡入侵的保安林進行環境永續行動。兩年來,此地成為濱海環境教育的潛力場域,並結合社區藝術、文化及經濟元素,進行環境藝術裝置、文化導覽和精油植物培育計畫的推展。我們基於田野日誌和報告,運用社會歷程模式分析大學團隊的行動過程,整理關鍵事件並提出社區-大學合作伙伴模式(Community-University Partnership Model, CUPM),以此作為未來CBFM實踐參考。 |
| 英文摘要 | Community-Based Forest Management (CBFM) has emerged in recent years as a new trend in forest management, emphasizing community-led approaches to stimulate local economies, adapt to climate change, raise environmental awareness, and promote equitable resource distribution. However, the practice of CBFM in different regions faces challenges related to commercial organization, inclusivity, community empowerment, and sustainability. Universities, as key stakeholders in these communities, bear the responsibility of actively engaging in such initiatives as part of their social responsibility. Since July 2022, National Chiayi University has embarked on a three-year community-based project in Haomei Community, Budai Township, Chiayi, deploying a forestry-focused team to undertake environmental sustainability efforts in a protected forest impacted by the white popinac, an invasive species. During the project, the area has become a promising site for coastal environmental education and has integrated elements of community art, culture, and economic development in projects such as facilitating environmental art installations, organizing cultural tours, and promoting the cultivation of essential oil plants. Based on insights gained during fieldwork, we applied the Social Process Research Model to analyze the actions of the university team, organized key events, and proposed a Community-University Partnership Model (CUPM) as a reference for future CBFM practices. |
