| 中文摘要 | 面對全球永續發展趨勢與國際環保法規的壓力,循環經濟(Circular Economy, CE)已成為企業轉型的重要方向。台灣自行車產業作為傳統優勢產業之一,也逐漸意識到導入CE的必要性。然而,實務推動過程中仍存在諸多挑戰與限制。本研究針對自行車產業導入CE所面臨的障礙與驅動因素,建構一套多屬性決策分析(Multiple Attribute Decision Making)架構。首先採用模糊德爾菲法(Fuzzy Delphi Method)篩選重要的障礙與驅動因素,接續運用層級分析法(Analytic Hierarchy Process)釐清主要障礙因素的權重,再以灰關聯分析法(Grey Relational Analysis)排序關鍵驅動因素。結果顯示,主要障礙因素包括缺乏政府稅收優惠、難以列為企業優先項目、缺乏專家協助、人力資源與缺乏相關設施;主要驅動因素則為股東壓力、政府支持、成本降低、競爭力提升與產品創新。本研究有助於業者與政策制定者掌握導入CE的關鍵考量,並作為未來策略擬定與資源投入的參考依據。 |
| 英文摘要 | In response to global sustainability trends and the growing pressure from international environmental regulations, the Circular Economy (CE) has become a key direction for corporate transformation. As one of Taiwan's traditional competitive industries, the bicycle industry has gradually recognized the necessity of adopting CE. However, numerous challenges and limitations persist in practical implementation. This study constructs a Multiple Attribute Decision Making (MADM) framework to analyze the obstacles and driving factors associated with CE adoption in the bicycle industry. The Fuzzy Delphi Method (FDM) is first employed to identify critical factors, followed by the Analytic Hierarchy Process (AHP) to determine the weight of key barriers, and the Grey Relational Analysis (GRA) to rank the main driving forces. The findings reveal that the primary obstacles include the lack of tax incentives, low prioritization within firms, insufficient expert support, inadequate human resources, and the absence of necessary facilities. The key driving factors are shareholder pressure, strong government support, cost reduction, enhanced competitiveness, and product innovation. This research provides valuable insights for both industry practitioners and policymakers to formulate effective CE strategies and allocate resources accordingly. |
