| 中文摘要 | 本研究探討日治時期臺灣農田水利制度由地方社會自主經營轉型為官制體系的歷 程,以旗山地區六龜、甲仙與杉林等淺山地帶為案例,透過史料與埤圳臺帳加以分析。 清代以來,水利事業多仰賴庄民合築、私人出資與共同管理,展現出以農業生產為核心、 群體合作為基礎的在地治理智慧。日本領臺後,臺灣總督府本於殖產興業政策,推動民 間埤圳公共化,藉由「臺灣公共埤圳規則」及行政介入,使私人水利設施逐步納入官方 監管,初步實現農業灌溉制度的現代化。大正年間「臺灣水利組合令」進一步推動制度 化與法人化,將水利管理自街庄提升至郡層級,並整合認定外埤圳,逐步建構高度整合 的治理架構。此舉雖名義上屬於地方自治,實則轉嫁財政與勞役負擔於農民,同時鞏固 國家對水資源的主導權。昭和年間的米穀統制政策,更凸顯水利發展與殖民經濟政策之 間的高度連動。綜合而言,旗山地區水利事業的演變,不僅反映技術治理、組織整併與 空間擴張交織下的治理策略,也揭示殖民地社會中地方與國家權力互動的矛盾,並為理 解臺灣農田水利制度現代化提供重要案例。 |
| 英文摘要 | This study examines the transformation of Taiwan’s irrigation system in the Cishan region, focusing on Liugui, Jiasian and Shanlin, during the Japanese colonial period. Drawing on historical sources and irrigation ledgers, it reveals the shift from community-based management under the Qing dynasty to a centralized, bureaucratic system under Japanese rule. In the Qing era, irrigation works were largely managed through local cooperation, private investment, and collective maintenance, reflecting indigenous governance and flexibility. Following Japan’s colonization, the GovernmentGeneral implemented policies to publicize private irrigation systems, institutionalizing them through the Taiwan Public Irrigation Ditch Regulations and later the Taiwan Irrigation Association Ordinance. These reforms expanded irrigation coverage, incorporated privately managed ditches, and elevated governance from village to county levels, ultimately constructing an integrated system of water management. While framed as local autonomy, the system transferred financial and labor burdens to farmers while reinforcing state control over water resources. The suspension of large-scale irrigation projects under the Rice Control Policy of the 1930s further highlights the close link between colonial economic policy and water management. Overall, the development of irrigation in Cishan illustrates the interplay of technical governance, institutional restructuring, and colonial power, offering an important case for understanding the modernization of Taiwan’s irrigation systems. |
