| 中文摘要 | 本文旨在探討臺灣於COVID-19疫情期間,針對高度隱匿之失聯移工族群所採取之「逾期停(居)留外來人口安心接種公費COVID-19疫苗專案」(下稱安心防疫專案)之治理邏輯與工具轉向。長期以來,我國對失聯移工之管理多採取以行政管制(Administrative Regulation)為核心之「查緝-收容-遣返」模式,但在疫情衝擊下,傳統管制工具面臨「防疫外部性」與「行為反效果」之嚴峻挑戰。本研究採用Christopher Hood之NATO模型作為核心分析架構,並輔以政策設計與危機溝通理論,剖析移民署在「安心防疫專案」中之工具創新配置邏輯。研究發現,行政機關透過實施「不通報、不查處、不取締、不收費」之指導原則,策略性地調降了傳統行政管制(Authority)之干預強度與威懾壓力,並轉而強化財務誘因(Treasure)與資訊節點(Nodality)工具之組合運用,建構出一套「低風險、高誘導」之治理機制。根據112年專案期間之實證數據,自行到案人數(12,478人)顯著超越查獲到案人數(9,454人),此一數值對比具體證實了透過調降目標族群之心理防衛成本與經濟門檻,確能顯著提升政策之滲透度與行政效能,達成公衛治理與移民秩序之雙重目標。本研究結論指出,針對「影子人口」之危機治理,其成功關鍵在於政策目標之動態再界定(從移民管理轉向公衛治理),並透過非政府組織(NGO)與宗教團體建構信任中介(Organization工具之外部化),方能有效穿透隱匿社群之資訊盲區。本案不僅為我國防疫貢獻實質成效,更為後疫情時代之柔性移民治理提供重要之啟示。 |
| 英文摘要 | This study explores the governance logic and the shift in policy instruments regarding the "Peace of Mind COVID-19 Vaccination Program" targeting highly concealed, lost-contact migrant workers in Taiwan during the pandemic. Traditionally, the management of such migrants has relied on an "investigation-detention-deportation" model centered on Administrative Regulation. However, under the impact of the pandemic, these traditional regulatory tools faced severe challenges, including "pandemic externalities" and the "Boomerang Effect." Adopting Christopher Hood's NATO model as the core analytical framework, and incorporating policy design and crisis communication theories, this research analyzes the innovative configuration of policy instruments by the National Immigration Agency (NIA). The findings indicate that by implementing the "Four No's" principle (No reporting, No investigation, No crackdowns, and No fees), the NIA strategically reduced the intervention intensity and deterrence of traditional Administrative Regulation (Authority). Simultaneously, it pivoted toward a combination of Treasure (incentives) and Nodality (information nodes) to construct a "low-risk, high-inducement" governance mechanism. Empirical data from 2023 shows that voluntary departures (12,478 individuals) significantly surpassed captures (9,454 individuals). This contrast validates that lowering psychological defense costs and economic barriers can significantly enhance policy penetration and administrative effectiveness, achieving the dual objectives of public health governance and immigration order. The study concludes that the key to crisis governance for "shadow populations" lies in the dynamic redefinition of policy goals-shifting from immigration management to public health governance-and the externalization of Organization tools by leveraging NGOs and religious groups as "trust mediators" to penetrate information blind spots within concealed communities. This case not only contributes substantial results to Taiwan's pandemic prevention but also provides a resilient governance paradigm for soft immigration management in the post-pandemic era. |
