| 英文摘要 | To promote both sustainability and safety, a balanced governance framework for water recreation is essential. As marine-friendly policies expand and water-based activities continue to diversify, existing management systems must adapt to the increased risks and environmental pressures these trends entail. Effective oversight is built upon three core pillars: public ocean literacy, equipment regulation, and site-specific risk manage- ment. These efforts should be underpinned by responsive institutional mechanisms and the application of emerging technologies. Skill certification, user accountability mea- sures, and equipment control can enhance participants’ capacity for self-regulation, while zoning strategies, crowd management, and smart early-warning systems help strengthen the operational resilience of water recreation sites. Building on the Surf Life Saving (SLS) model in Australia, a prevention-oriented, commu- nity-driven governance approach is recom- mended. Under this approach, local govern- ments coordinate with industry stakeholders, communities, and emergency services to establish collaborative water safety initiatives. The system is further enhanced by AI-pow- ered drowning detection technologies and real-time information tools such as GoOcean, which provide live sea condition updates and user guidance. Collectively, these efforts aim to establish a resilient, context-specific, and sustainable system for managing water recre- ation—one that advances both accident pre- vention and marine sustainability. |
