| 中文摘要 | 滿洲入關後,統治者面對新的情勢,為使八旗制度能夠繼續運 作,乃以八旗制度為基礎,設計出若干新措施,對旗人的卹賞即為 其中之一。兵丁依職位不同享有銀、米待遇,遇有陣亡,或因殘 廢、老病而無法繼續供職時,又有各項相應的卹賞辦法;其無嗣、 無依的眷屬,則另有若干補助的規定,形成一套完整的退撫制度。 這類措施並非清朝所獨創,養贍的對象亦非以八旗兵丁為限,然其 意義實在於君臣視之為維護八旗制度並解決旗人生計問題的一環。 清朝賞卹八旗兵丁的措施,可謂無微不至,其實務運作以及衍生出 的紛爭,卻尚未充分討論。因此本文擬從政府政策、官員辦理、兵 丁請領三個面向,透過官書與檔案的相互參照,期能呈現制度的動 態變化,並分就卹賞規定及其調整、流程管理及其弊案、賞銀請領 及其糾紛等議題,進行比較、分析的研究。 |
| 英文摘要 | To maintain the functioning of the Eight Banners system, the Qing rulers developed a range of new measures after 1644, among which indemnity provisions for Banner soldiers were particularly important. Under these policies, the government granted payments to soldiers based on their ranks and circumstances. Indemnities were issued in cases such as death in battle, disability, old age, or serious illness, and there were also provisions for the widows and orphans of deceased soldiers, forming a relatively complete relief and retirement system. Although such measures were not originally created by the Qing, nor were they limited exclusively to the Banner forces, the emperors and officials regarded them as an essential means of protecting Banner livelihoods and ensuring the stability of the Banner system. These indemnity regulations were detailed and comprehensive, yet their implementation generated practical difficulties, administrative problems, and frequent disputes. This paper therefore examines the regulations and subsequent adjustments to these indemnity measures, the bureaucratic procedures involved in their administration and enforcement, as well as the controversies and corruption that arose in the process. It approaches these issues from the perspectives of state policy-making, official supervision, and the lived experiences of soldiers and their families in applying for compensation. |
