| 中文摘要 | 隨著科技進步,智慧科技在全球入出境事務管理中扮演著日益 關鍵之角色。透過人工智慧(AI)、大數據分析、物聯網(IoT)與 生物辨識等技術之應用,政府機關得以有效提升邊境安全、加速通 關效率,並優化旅客體驗。除一般系統性資訊科技外,本文特別聚 焦探討現今智慧科技於我國入出境事務管理上之運用;例如,手持 式多波域 LED 光源、電子護照自動閱讀機及多波域行動文件真假 鑑識儀等。以上智慧科技工具除可即時辨識旅客身分與旅行證件真 偽,有效強化文件審核與風險控管作業,並可大幅提升入出境事務 管理之效率與精確性,加速旅客通關速度。因此,本文欲先以文獻 探討方式介紹現今人工智慧科技在各國國境管理、移民與安全事務 運用之趨勢,再以統計資料說明我國機場查獲偽變造證件相關案例 與犯罪樣態。針對相關犯罪樣態,我國執法部門引進之智慧科技於 現今入出境事務管理中之運用,以及其所帶來之成效與挑戰。最 後,本文亦將就國境管理上之跨境合作、技術標準化及倫理規範等 相關問題提出建議,期望除能就智慧科技於入出境事務管理中之完 善應用做一研究,並藉此研究成果提出相關政策建議供相關執法部 門參酌,俾利有效打擊犯罪堅守國境安全。 |
| 英文摘要 | Due to the advancement of technology, smart technologies have come to play an increasingly critical role in the management of immigration and border control. By means of the application of artificial intelligence (AI), big data analytics, the Internet of Things (IoT), and biometric technologies, government law enforcement departments therefore can effectively enhance border security, expedite clearance procedures, and optimise the traveler experience. This paper specifically focuses on the current application of smart technologies in Taiwan’s immigration and border management, such as handheld multi-spectral LED light sources, electronic passport automatic readers, and multi-spectral mobile document authentication devices. These smart technology tools enable the real-time identification of travelers’ identities and the authenticity of travel documents, effectively strengthening document examination and risk management, while significantly improving the efficiency and accuracy of immigration control so to accelerate passenger clearance. Therefore, this paper not only will introduce current tools and instruments of artificial intelligence technologies in border management, immigration, and security affairs in Taiwan. It will also use statistical data to illustrate cases and crime patterns founded at Taiwan airports. This paper will make some policy suggestions as well on cross-border cooperation, technological standardisation, and ethical governance in border management. It is hoped that this research will contribute to a more comprehensive application of smart technologies in immigration and border control so to reduce cross-border crimes. |
