| 英文摘要 | Happiness Canal is a significant urban waterway in Kaohsiung City. Along with urban development and transformation, various issues have arisen surrounding the riverbank, such as environmental protection, cultural preservation of settlements, and the transformation of traditional industries. Diverging views and a lack of consensus among local stakeholders regarding the development of Happiness Canal necessitate clarification and alignment. Partnering with the First Community University, the researchers formed a civic participation team and integrated the Kaohsiung City Civic Participation Empowerment Project, employing the "Scenario Workshop" approach-a deliberative democracy method tailored for local development issues-as a pathway for public engagement. Through a three-phase process involving "issue-based guided tours," "issue exchange meetings," and "visioning workshops," the project sought to converge stakeholder perspectives on the development of urban riverfront spaces along Happiness Canal and to propose actionable recommendations. The findings, based on observations and interviews, indicate that incorporating guided tours of the riverbank effectively enhances stakeholders' understanding of its developmental context and strengthens local identity. The interactive discussions in the issue exchange meetings facilitated the articulation and framing of riverfront development concerns among stakeholders. Furthermore, the deliberative discussions in the visioning workshops contributed to integrating diverse viewpoints and forming a shared vision, while also encouraging stakeholders to participate in follow-up action plans and enhancing their civic engagement capacities. |
