| 中文摘要 | 兩岸關係長期處於權力競逐和認同衝突的糾結與矛盾,追求和平在台灣被簡化為兩個極端:依附美國抗衡中國,或扈從中國換取穩定,但兩者皆非長久之道。本文提出「韌性和平」概念,主張台灣應在現實主義的威懾結構、自由主義的制度合作,以及建構主義的身份轉化三者之間,發展自主且可持續的和平策略。本文深入檢視三大國際關係理論對台海和平的詮釋,分析美中競爭、中國民族主義及台灣內部政治發展的挑戰,提出一套兼具自助防衛、制度合作與認同管理的多層次策略。本文發現,台海和平不可能由外部力量保障,必須強化台灣自身威懾能力,提升全社會防衛韌性,確保中國不敢輕易發動戰爭,同時保持雙方交流與對話,轉變敵我身分認同,如此方能降低軍事衝突的可能性。 |
| 英文摘要 | Cross-strait relations have long been entangled in a complex web of power struggles and identity conflicts. The pursuit of peace in Taiwan has been reduced to two extremes: dependence on the United States to counter China, or subservience to China in exchange for stability. Neither approach is sustainable. This article proposes the dependence on the United States to counter China, or subservience to China in concept of "resilient peace," arguing that Taiwan should develop an independent and sustainable peace strategy that bridges the gap between realist deterrence structures, liberal institutional cooperation, and constructivist identity transformation. This article examines the interpretations of cross-strait peace from three major international relations theories, analyzes the practical challenges of US-China competition, Chinese nationalism, and Taiwan's internal political development, and proposes a multi-layered strategy that combines self-defense, institutional cooperation, and identity management. This article finds that cross-strait peace cannot be guaranteed by external forces. It is necessary to strengthen Taiwan's own deterrent capabilities and enhance the defensive resilience of society as a whole to ensure that China does not easily initiate war. At the same time, it is essential to maintain cross-strait peace by fostering communication and dialogue between the two sides, thereby reducing the likelihood of military conflict. |
