| 英文摘要 | This study examines strategies to bridge the digital divide for older adults in Taiwan as it transitions into a super-aged society, conducting a systematic comparative analysis of policies in Japan and South Korea. Findings reveal that interface complexity, psychological barriers, and rural resource scarcity significantly impede digital engagement, while community support networks, public-private collaboration, and tailored instructional design effectively enhance learning outcomes. Although Taiwan's DOC system and diverse curricula provide a foundation, the study emphasizes the need for improved inter-ministerial coordination, corporate involvement, and localized service mechanisms. Dynamically assessing seniors' needs and resource allocation is critical to fostering an inclusive and sustainable digital learning ecosystem. |
