| 中文摘要 | 本研究以萬大線第一期「金城機廠暨莒光站/加蚋站(捷九)」土地開 發案為對象,探討臺北市捷運局首度採用「跨縣市、大小基地合併招商」模 式的背景、執行過程與成果。面對基地條件懸殊與小型基地招商不易的挑戰, 本案透過合併招標策略,將具規模的大型基地與地形受限的小基地整合為同 一招商案辦理招商,成功吸引具實力之開發商參與。研究採質性個案分析法, 透過官方文件、會議紀錄與去識別化之業界訪談,分析制度設計、投資人回 應與市場參與狀況。結果顯示:合併招標不僅提高招商成功率,亦透過契約 機制確保公共利益,並促成跨區域開發的協調與實踐。本研究最終提出後續 制度建議,包括建立合併標準作業指引、強化履約保障條款與推動招商前期 市場溝通等,以供未來推動捷運土地開發案件之參考。 |
| 英文摘要 | This study investigates the MRT joint development project involving the Jincheng Depot and Juguang/Kalah Station (M9) on the Wanda Line. It focuses on the rationale, implementation process, and outcomes of Taipei City Government’s first attempt to adopt a combined solicitation model that integrates sites across different administrative districts and of varying scales. Faced with challenges such as the disparity in site conditions and the difficulty of marketing small plots, the project strategically bundled a large-scale site with high development potential and a smaller, irregular-shaped site into a single solicitation case, successfully attracting qualified developers. Using a qualitative case study approach, the research draws on official documents, meeting records, and anonymized industry interviews to analyze the design of the solicitation mechanism, investor responses, and market participation. The findings indicate that the combined tendering model not only improved the success rate of solicitation but also ensured public interest through contractual safeguards, while facilitating cross-jurisdictional coordination in urban development. The study concludes with policy recommendations for future MRT joint development projects, including the formulation of standard procedures for combined solicitations, the enhancement of performance guarantees, and the promotion of early-stage market engagement. |
