| 中文摘要 | 在全球化浪潮下,以英語為核心的雙語教育成為各國提升競爭力的重要戰略。本研究旨在透過比較制度分析,探討臺灣與新加坡雙語教育政策的政策模式。儘管兩國都回應相似的全球壓力,但其治理模式與執行機制卻大相逕庭。而這樣的分歧是深植於各自在歷史「關鍵轉捩點」上所做出的初始制度選擇,並被後續難以逆轉的「路徑依賴」所強化。本研究透過政策移轉、歷史制度主義與治理理論的多層次分析框架,說明兩國政策分流現象,新加坡在1965年被迫獨立的國家生存危機下,奠定了一條國家中心、實用主義至上的制度路徑;臺灣則在1980年代末期民主化的浪潮中,開啟了一個重視多元協商與本土價值的制度軌道。在治理模式上,新加坡以權力高度集中的教育部為核心,形成一個標準化的「層級節制治理」體系。相對地,臺灣則呈現權力分散、充滿協商的「網絡治理」模式。本研究透過比較分析,論證了忽略各國制度脈絡的政策移轉難以成功。基於此,建議臺灣的雙語政策應在現有的民主協商基礎上,建立更具整合性的治理機制,追求公平的資源分配,並尋求「多語臺灣,英語賦能」的策略共識,在接軌國際的同時,堅定維護本土語言文化的主體性,走出一條兼具全球視野與在地關懷的雙語教育道路。 |
| 英文摘要 | Amidst the tide of globalization, English-centric bilingual education has emerged as a key strategy for nations to enhance their global competitiveness. Through a comparative institutional analysis, this study investigates the distinct policy models of bilingual education in Taiwan and Singapore. Despite responding to similar global pressures, their governance models and implementation mechanisms diverge significantly. This divergence is deeply rooted in initial institutional choices made at historical "critical junctures" and has been reinforced by a subsequent and hard-to-reverse "path dependency." Drawing upon a multi-level analytical framework that integrates policy transfer, historical institutionalism, and governance theory, this research explains this phenomenon of policy divergence. Singapore's state-centric and highly pragmatic institutional path was forged amidst the national survival crisis of its forced independence in 1965. In contrast, Taiwan's institutional trajectory, which prioritizes pluralistic consultation and local values, was initiated during the wave of democratization in the late 1980s. This contrast extends to their governance models. Singapore exemplifies a standardized "hierarchical governance" system, highly centralized within the Ministry of Education. Conversely, Taiwan exhibits a "network governance" model, characterized by decentralized authority and extensive negotiation. This comparative analysis argues that policy transfer is unlikely to succeed when national institutional contexts are ignored. Consequently, the study recommends that Taiwan's bilingual policy should build a more integrative governance mechanism upon its existing foundation of democratic consultation, pursue equitable resource distribution, and seek a strategic consensus on a "Multilingual Taiwan, English-Empowered." This path aims to connect with the international community while steadfastly safeguarding the subjectivity of local languages and cultures, forging a bilingual education policy that balances a global vision with local concerns. |
