| 英文摘要 | The relationship between local governments and local elites during the Southern Song dynasty, along with the power dynamics underlying their interactions within local society, has emerged as a significant research focus in the context of the “localist turn” hypothesis. This paper undertakes an in-depth analysis of this issue, utilizing rare historical materials pertaining to the Mulan Weir on the Putian Plain, which are preserved in local documents from the Ming dynasty. Firstly, the paper employs latest research findings from the study of the political institution of the Song dynasty to authenticate the Song materials found in Ming local documents. Secondly, through the analysis of inscriptions from the Southern Song and the details of Mulan Weir operational rules preserved in the “Collection of Mulan Weir,” it examines the competitive and cooperative relationships among local governments, external forces, and Putian local elites. The article explores how these local elites strategically leveraged their resources and influence to negotiate with local officials, thereby maximizing their own interests. The case of Mulan Weir demonstrates that Southern Song local elites deeply controlled large-scale local water management facilities. Although local governments still held the decision-making power, their role was relatively passive. This example also reveals that while cooperation between local governments and local elites did exist, it was often based on mutual benefit rather than being motivated by Confucian moral principles of benevolence. |
