| 英文摘要 | In the twenty-first century geopolitical landscape, democratic regimes face unprecedented challenges of eroding public trust and weakened institutional resilience. Major global crises—including the 2008 financial meltdown, the 2020 COVID-19 pandemic, and the 2022 Russia-Ukraine war—have led to steep declines in trust toward governments. This article adopts an interdisciplinary framework to examine the evolution of public trust, the impacts of geopolitical shocks, the doubleedged effects of digital and green transitions, and the OECD’s “Five Pillars of Democratic Resilience.” The findings highlight that public trust has become a strategic asset for democratic survival, requiring institutionalized mechanisms to sustain legitimacy and counter external threats. Case studies of Taiwan, the Baltic states, and South Korea illustrate experimental models of “frontline democracy,” while also exposing vulnerabilities such as transparency deficits, intergenerational inequality, and external dependence. The study proposes a “dual helix model” of internal construction and external defense, underscoring transparency, intergenerational fairness, digital governance regulation, and cross-national cooperation as key strategies for strengthening democratic resilience. |
