| 英文摘要 | After the Regional Planning Act is fully implemented, the Spatial Planning Act will no longer apply. In the future, land use control will be controlled in Functional zone and sub-zones. Agricultural areas on slopes will be classified as Agricultural development zones type 3. According to the "Regulations on Spatial Planning Land Use Control " (Draft), announced on April 26, 2024, the same functional area will be managed with the same intensity of control. This means that agricultural land and forest land currently located on mountain slopes, once designated as Agricultural development zones type 3, will face the same restrictions on agricultural use. This may pose a significant issue for slope land management. To address this problem, in addition to the active legislative amendments being studied by the central agricultural authorities, under the system of the The Regional Planning Act, municipal and county (city) authorities can, based on local needs, incorporate factors such as slope, geological conditions, and crop types into the Agricultural development zones type 3 agricultural use, and allow conditional "partial" use of forest land, while considering overall development.
