| 中文摘要 | 2015 年安倍政府針對《政府開發援助大綱》做出原則性的調整,作為顯非其 三大新方針之一,係日本對南海各國在海上安全能力建構的持續加強,毋寧具變 向軍事安全援助的意圖。2023 年提出《政府安全保障能力強化支持》(Official Security Assistance, OSA)的新方針,亦隱含上述援助轉向的意義。有鑑於此,本 文旨在探討美國領軍的印太戰略框架下,日本此種外援戰略抉擇為該框架中的附 隨者,還是具有高度主動性的國家。全文聚焦日本對外援助中的國家安全戰略層 面,分析國際結構的壓力對日本外援戰略的影響,並試圖透過攻守理論中結構性 的平衡角度,以單一因果鏈來探討結構對特定國家外交戰略與政策的影響。本文 認為,處於守勢平衡的結構中,美國作為全球體系中的強權國家,其守勢較具優 勢的情況下採取「卸責」(buck-passing)作為對日本的壓力測試。本文發現,鑒於 必須符合美國對印太局勢的評估來採取相應行動,從而導致日本對外援助戰略產 生「內部政策失衡」與「外部自主性失衡」的「雙重失衡」現象。 |
| 英文摘要 | This article investigates the influence exerted by global powers (international structure) on the strategic autonomy of regional powers, and conducts a within-case study by employing Japan as a preliminary example to delve into this issue. Japan recently has been consistently enhancing the maritime security capabilities of Southeast Asian nations, even proposing a new policy in 2023 titled “Official Security Assistance” (OSA) aimed at strengthening government security capabilities. This article delves into the exploration of whether such proactive strategic measures signify Japan as a highly autonomous actor or merely a follower within the broader framework led by the United States in the Indo-Pacific strategic landscape. Subsequently, this paper reevaluates Japan’s national security strategy within the context of foreign aid, conducting a withincase comparative method to analyze the impact of international structural pressures of different periods on Japan’s foreign aid strategy. Through the perspectives of structural balance in offensive-defensive theories, this article reveals that within a defensive balance structure, the United States, as a polar power in the global structure, may opt for a “buck-passing” attitude to make a stress testing on Japan. Consequently, Japan must undertake corresponding actions to align with the U.S. assessment of the Indo-Pacific situation, leading to a phenomenon of “dual imbalance” in Japan’s military foreign aid strategy, characterized by both “imbalance of internal policy” and “imbalance of external autonomy.” |
