| 英文摘要 | Turkey is often regarded as having a highly successful drone development strategy. The country has developed its own domestically produced drones, including the “Bayraktar” and “Anka” UAVs, as well as the KORAL long-range electronic warfare system designed to operate in conjunction with drones. Currently, Turkey ranks among the top in the global military drone market and exports these systems to the Middle East and around the world. The main objective of this article is to understand the domestic and international factors driving Turkey’s development of drones. The findings of this study suggest that shifts in the international environment constitute the primary drivers of Turkey’s strategic orientation. Regional turmoil (the Arab Spring), rising security threats from non-state actors such as terrorist organizations, and the growing strategic competition, and in some cases the confrontation among major powers like the United States, China, and Russia, have collectively compelled Turkey to pursue an independent drone development strategy. From the perspective of domestic influences, the vision of restoring Turkey’s national strength is linked not only to Neo-Ottomanism, but also resonates with the nationalist ideologies of Eurasianism and overlaps with certain aspects of Kemalism. Consequently, the development of drone technology and its associated industries is expected to persist regardless of the ruling political leadership. Moreover, given Turkey’s ongoing economic challenges, addressing domestic issues is likely to remain a primary concern. The drone sector has revitalized parts of the national economy, and its sustained development is expected to persist irrespective of changes in political leadership. |
