| 中文摘要 | 澳門特別行政區政府自回歸以來致力解決居民住房問題,制定了包括社會房屋、經濟房屋、夾心房屋、長者公寓及私人樓宇的“五階梯”房屋政策,旨在滿足不同收入階層的居住需求。其中,經濟房屋 在保障中低收入的澳門居民居住權方面扮演關鍵角色。澳門大學在2021年發佈的《澳門未來房屋需求研究》顯 示,按當時在建及規劃中的經濟房屋單位推算,預期能有效滿足未來需求。但近年澳門宏觀經濟環境出現急遽 變化,使2023年申請數量較2021年大幅減少。面對經濟環境變化和新挑戰,特區政府採取審慎態度,暫緩部分 經濟房屋項目。本文認為,經濟房屋政策的初衷主要服務於政府多重政治目標,例如保障居民權益、促進社會 穩定等,而非作為調節住宅市場的有效工具。故儘管面對市場變化,特區政府仍應堅持建構經濟房屋政策時的 初衷,致力實現特區政府的政治目標為根本,而非繼續將其視為調節住宅市場的工具。 |
| 英文摘要 | Since its return to the motherland, the Government of the Macao Special Administrative Region has been committed to addressing residents’ housing issues. It has established a “fi ve-tier” housing policy, encompassing social housing, economic housing, sandwich-class housing, senior apartments, and private buildings, aimed at meeting the residential needs of diff erent income groups. Among these, economic housing plays a crucial role in safeguarding the housing rights of low- and middle-income Macao residents. A study on Macao’s future housing demand, published by the University of Macau in 2021, projected that the supply of economic housing units under construction and planning at that time would eff ectively meet future demand. However, recent years have seen signifi cant changes in Macao’s macroeconomic environment, leading to a sharp decline in the number of applications in 2023 compared to 2021. In response to these economic shifts and new challenges, the SAR Government has adopted a cautious approach, temporarily suspending some economic housing projects. This article argues that the original intent of the economic housing policy was primarily to serve multiple political objectives of the government, such as safeguarding residents’ rights and promoting social stability, rather than functioning as an eff ective tool for regulating the real estate market. Therefore, despite market changes, the SAR Government should adhere to the initial purpose of the economic housing policy, focusing on achieving its political objectives as the fundamental goal, rather than continuing to view it as a tool for market regulation. |
