| 中文摘要 | 臺灣護理執業人數逾衛生體系總數之半,從事治療與照護工作,承擔健康促進、疾病預防、護理處置與健康管理之責,創造的經濟效益與社會貢獻不容小覷,堪稱衛生體系的脊梁。惜照護服務常被社會視為廉價品,國家投資預算被壓縮,護理人力長期在低薪與過勞的負向職場中耗損或流失,使長期照護需求須引進國外勞力滿足。疫情期間,全球醫療機構護理人員因染疫或過勞遭重創,身心健康受損或人力流失而陷入護理危機,影響新血投入意願、醫療量能、照護品質與產業發展。世界衛生組織推出全球「2021-2025年護理與助產業戰略方向」,呼籲各國政府、立法機構、企業、學校或專業團體投資教育、工作、領導與提供服務四個面向,以改善職場環境、優化工作條件、修改過時法規與整合資源,以保護人力資產、提升專業效能與產能、拓展執業場域與創造照護之價值,其效益可惠及全民健康、社會經濟繁榮、創造就業機會與增進其他層面的生產力。本文呼應2024年國際護理協會推動主題:有護理師才有未來-創造照護的經濟實力,落實永續發展目標與全民健康覆蓋之使命。 |
| 英文摘要 | In Taiwan, nurses constitute nearly half of the total healthcare workforce and play a pivotal role in treatment and care, health promotion, disease prevention, nursing interventions, and health management. Their economic contributions and societal impact are crucial, positioning them as the backbone of the healthcare system. Unfortunately, caregiving services are often undervalued as low-cost commodities, leading to reduced national investment budgets for nursing profession. Consequently, nurses face prolonged challenges of low salaries and overwork, resulting in workforce depletion or attrition. To meet the growing demand for long-term care, foreign labor has been introduced as a stopgap solution. During the COVID-19 pandemic, the global nursing workforce was severely affected by infection, burnout, and compromised physical and mental health, resulting in workforce attrition that precipitated a nursing crisis. This crisis has discouraged new entrants and negatively affected healthcare capacity, care quality, and industry development. The World Health Organization's Global Strategic Directions for Nursing and Midwifery 2021-2025 calls for governments, legislative bodies, businesses, schools, and professional organizations to invest in four key areas of nursing: education, employment, leadership, and service delivery. This initiative emphasizes improving workplace environments, optimizing working conditions, updating outdated laws and regulations, and integrating resources to protect human capital, enhance professional efficacy and productivity, expand practice settings, and create care value. These measures can deliver benefits such as improved public health, societal and economic prosperity, job creation, and increased productivity across various sectors. This paper aligned with the 2024 International Council of Nurses' theme "Our Nurses. Our Future. The economic power of care," reaffirming the mission of achieving sustainable development goals and universal health coverage. |
