| 中文摘要 | 被視為「文化工業」與「大眾文化」的視聽媒體部門,基於其商業性或通俗 性,因而被傳統的文化政策排斥在外,但隨著視聽媒體的影響力日增,歐洲各國 在文化政策的制定上,逐漸將視聽媒體視為文化政策的重要對象之一。而自1997 年開始,我國的國家級藝術文化補助機構「財團法人國家文化藝術基金會」也將 視聽媒體創作列入補助對象,視聽媒體創作正式被納入文化藝術的範疇,是否意 味著臺灣文化政策中對「通俗文化」與「菁英藝術」的二分法已經逐漸瓦解? 本文以國家文化藝術基金會的視聽媒體補助政策發展和執行過程為基礎,探 索與回答以下問題:做為臺灣負責文化藝術補助的主要機制,國家文化藝術基金 會是在何種「文化藝術性」的認定下,將通俗娛樂產業定位的視聽媒體創作包含 進來?而此一補助政策對視聽媒體創作產生了何種的引導和結果? 從國家文化藝術基金會的案例顯示出,臺灣文化政策的範疇已經開始拓展, 並將過往被視為大眾文化的形式納入,視聽影音產品已被視為文化藝術的一環, 但深入其補助結果來看,國家文化藝術基金會仍側重具有社會批判性或是藝術實 驗性質的視聽藝術作品,而非較具有商業市場潛力的劇情作品;換言之,「菁英 藝術」與「通俗文化」之間仍壁壘分明;同時,也顯示出,臺灣的相關政策思維 仍未能破除或調整影視藝術中對菁英與通俗的二分架構。 |
| 英文摘要 | Visual media arts are viewed as ‘cultural industry’ and ‘popular culture’ to exclude (do you mean-as a way to exclude traditional…?) traditional cultural policy. However, many countries are beginning to pay more attention to visual media arts in cultural policy as a result of the increase of their importance. Since 1997, National Culture and Arts Foundation in Taiwan has also provided subsidies to visual media arts. Does it mean that the separation between fine arts and popular culture is over in Taiwan’s cultural policy? This paper will discuss some questions based on the subsidy of National Culture and Arts Foundation: firstly, how does the National Culture and Arts Foundation define ‘visual media arts’? in the framework of ‘fine arts’? And secondly, how does the National Culture and Arts Foundation influence the development of visual media arts by subsidy in Taiwan? This case shows that the idea of ‘cultural policy’ has been expanded and visual media arts have been seen as an important part of cultural policy. However, the results of subsidy still emphasize social critical films or experimental arts rather than popular taste. The boundary between fine arts and popular culture is still solid. The subsidy of NCA also improves (strengthens?) the stereotype of visual media arts, in particular to documentary film. |
