| 中文摘要 | 2022年2月24日俄羅斯總統普丁宣布發動 「特別軍事行動」對鄰國烏克蘭實施全面入侵,時 至今日戰爭仍然未持續進行,戰場上的殺戮、平民 百姓的死傷雖令人感到悲傷,但就軍事角度而言, 卻是讓世界的專家感到詫異,面對軍事武力差異懸 殊,烏克蘭的軍民卻可以展現出上下團結抗衡的決 心及意志,探討這場戰爭迄今雖勝負未分,但這場 軍事衝突對我國全民國防教育確有所啟示,然而我 國近年推廣全民國防教育,期以培育學生增加社會 國家責任,期以達到支持國防與認同國家。綜觀近 期以來,全國大專開設全民國防教育課程伴隨多元 化愈趨複雜,實際獲得成效卻仍未見預期,例如 「資訊作戰」及「認知作戰」瞭解及抵禦方式,以 及民眾對於敵情作戰教育及心理作戰建設,最後是 觀察新型態戰爭「混合戰」對其作戰方式及警覺 等議題,皆係應納入國防教育課程,據以面對中共 近期文攻武赫加劇,我國國防教育也與時俱進,因 應有所變革,以期達到抗敵意志與韌性,展現我國 全民護國之決心。 |
| 英文摘要 | On February 24, 2022, Russian President Putin declared a "special military operation" and launched a full-scale invasion of the neighboring country, Ukraine. As of today, the war is still ongoing, and the scenes of carnage on the battlefield and the casualties among civilians are heartbreaking. However, from a military perspective, the determination and resilience displayed by the Ukrainian military and civilians in the face of a significant military power disparity have surprised experts worldwide. Analyzing this ongoing conflict, even though the outcome is yet undetermined, it provides valuable insights into national defense education for our country. In recent years, our nation has been promoting comprehensive national defense education with the aim of fostering a sense of social and national responsibility among students, supporting national defense, and fostering a national identity. Examining recent developments, the introduction of comprehensive national defense education courses in higher education institutions has become more diverse and complex. However, the actual effectiveness has not met expectations. Topics such as "information warfare" and "cognitive warfare" understanding and defense methods, educating the public on enemy situation awareness and psychological warfare, and addressing issues related to observing new types of warfare, such as "hybrid warfare," should be incorporated into national defense education curricula. Given the escalating cultural and military tensions with the People's Republic of China (PRC), our national defense education must evolve and adapt to address these challenges. This includes understanding and countering PRC's intensified use of cultural and military tactics. Our national defense education must undergo reforms to enhance our determination and resilience, demonstrating the unwavering commitment of our entire nation to safeguarding our country. |
