| 英文摘要 | Overseas Chinese elected representatives is a unique system in the Republic of China, established to attend to the needs of overseas Chinese and maintain liaising with them, in recognition of their great contribution to the founding the nation. Following the implementation of the Constitution, the government also tried to elect representatives from the overseas Chinese community to include them in national politics by means of universal suffrage, resulting in overseas Chinese-elected representatives of the Legislative Yuan. After the KMT government relocated to Taiwan in 1949, the system of the overseas Chinese-election was still maintained in order to incentivize the overseas Chinese against the backdrop of international Cold War dynamics and the domestic 'Mobilization in Suppression of Communist Rebellion' effort. However, due to the concerns that most of these overseas Chinese representatives had dual citizenship, they had been appointed by the presidents since 1972. The overseas Chinese elected representatives served as the mouthpiece of the overseas Chinese, advocating for issues such as overseas Chinese investment, overseas Chinese protection, and education for overseas Chinese. These concerns were different from those of domestically elected representatives. When the Period of National Mobilization in Suppression of Communist Rebellion ended, the overseas Chinese elections ceased to exist and was replaced by non-constituency legislator election system based on party recommendations; thus putting an end to this special situation. |
