| 中文摘要 | 文建會於1994年提出社區總體營造政策,1994-2002年第一期主要為硬體建置、導入民眾參與。2002年起,配合行政院「挑戰2008:國家發展重點計畫」展開「地方文化館計畫」,推動閒置空間再利用,營造地方共識和整合資源。2008年起推動「磐石行動-地方文化館第二期計畫」,以建構「地方文化生活圈」為目標,強化地方文化空間形成夥伴與策略聯盟;2016年推出第三期則朝向專業提升或永續經營。從社區總體營造到地方文化館,政策著重在鄉鎮區地方文化館如何帶動社區振興,亦獲眾多研究討論;然位於都會區的地方文化館如何因應都會環境調整策略以因應永續營運,則較無人著墨。本研究以位於台北市的台北之家為研究對象,其前身為美國大使官邸,指定為古蹟整修後,2002年由台灣電影文化協會進駐,為台灣最早以電影文化為主題藝文館舍,台北之家於2010年起加入地方文化館行列。台北之家周邊店家、百貨公司林立,幾無住宅社區;初始,台北之家困於傳統地方文化館以「人、文、地、景、產」之目標限制,鄰近區域並非社區;後藉由有意識講述館舍的歷史,透過導覽活動去連結串聯,民眾更可以知道館跟周遭的關聯,在這地區發展的脈絡,藉由歷史背景、淵源、串聯等建置在地意識,突破區域限制並串聯社會連結性。本研究盤點台灣地方文化館文獻與研究、彙整地方文化館政策,藉由深度訪談、文獻研究等方法,訪談台北之家地方文化館計畫主持人,探討2010年至2022年執行經驗,如何藉由地方文化館經費挹注,推動導覽與特展等方案推動地方意識與累積在地意識,並探討如何成為經營策略之一,期能作為其他都會區地方文化館營運參考。 |
| 英文摘要 | In 1994, the Council for Cultural Affairs (CCA) introduced the Community Development Policy. The first phase, from 1994 to 2002, primarily focused on infrastructure construction and the introduction of public participation. In 2002, in line with the Executive Yuan's "Challenge 2008: National Development Plan," the "Local Cultural Museum Project" was launched, promoting the reuse of idle spaces, fostering local consensus, and integrating resources. Starting in 2008, the second phase, titled the "Rock-Solid Action-Phase II of the Local Cultural Museum Project," aimed to establish "local cultural living circles" by strengthening local cultural spaces through partnerships and strategic alliances. In 2016, the third phase was introduced, focusing on professional enhancement and sustainable development. From community-based overall development to local cultural centers, policies focus on how township cultural centers can drive community revitalization, which has been widely discussed in many studies. However, there is less discussion on how cultural centers located in urban areas can adapt their strategies to respond to urban environments for sustainable operation. This study focuses on Taipei's SPOT-Taipei Film House, formerly the U.S. Ambassador's Residence. After being designated as a historical monument and undergoing restoration, it was taken over by the Taiwan Film and Culture Association in 2002, becoming the first art and cultural center in Taiwan with a focus on film culture. In 2010, SPOT officially became part of the Local Cultural Museum program. Surrounded by stores and department stores, SPOT is located in an area with few residential communities. Initially, SPOT struggled under the traditional objectives of local cultural museums, which emphasize "people, culture, land, scenery, and industry," as its neighboring area was not a typical community. However, through the conscious narration of the museum's history and guided tours, SPOT has managed to connect with its surroundings. Visitors can learn about the museum's relationship with the local area and its development over time. By building local awareness through historical context and connections, SPOT has been able to overcome regional limitations and strengthen its social ties. This study reviews literature and research on local cultural centers in Taiwan and consolidates policies related to these centers. Through in-depth interviews and document analysis, the study investigates the execution experiences of the Taipei House Local Cultural Center Project from 2010 to 2022. By examining how funding for local cultural centers has been utilized to promote initiatives such as guided tours and special exhibitions, the research explores how these efforts foster and accumulate local consciousness. Furthermore, it examines how these initiatives can become a strategic element in the operation of local cultural centers, providing a reference for the management of similar centers in other metropolitan areas. |
