| 中文摘要 | 美中兩強的競爭在全球揭開序幕,地處於南半球的太平洋島國因為其獨特的地緣戰略位置,成為美中所競逐的熱點。斐濟作為太平洋地區的中心樞紐,其地緣戰略位置的重要性及富饒的自然資源與漁業資源,致使這個小島國的外交動態受到全球矚目,更因此讓其成為美中爭相拉攏的國家之一。從斐濟近年的外交動態來看,比起過度依賴能提供經濟利多的中國或在傳統上提供軍事安全的美國與澳洲等該區域的西方霸權國家,斐濟更希望可以成為領導太平洋地區國家的先驅。因此,斐濟並沒有因為中國所能提供的經濟利多而與中國一起抗衡西方國家;也沒有因為中國崛起所帶來的威脅而與西方國家一起抗衡中國。取而代之的是,在與中國發展外交往來的同時,也會持續推進與西方國家的外交關係,因此斐濟的外交政策是隨著自身的國家經濟及安全利益而變化的。換言之,斐濟的外交政策所採行的是在美中之間相互抵銷風險的策略,並在與美中往來的過程當中獲取外交談判與斡旋的空間,從而爭取最大化的國家利益。循此,本文將以避險戰略的理論框架,探討斐濟近年來的外交政策,並分析斐濟如何利用外交避險的策略,遊移在美中之間爭取最大化的國家利益。 |
| 英文摘要 | The rivalry between the United States and China has extended globally, and the Pacific island nations in the Southern Hemisphere have become key areas of interest for both powers due to their strategic geopolitical positions. Fiji, situated at the heart of the Pacific region, holds significant geopolitical importance. Its rich natural and fisheries resources have attracted global attention, making the country a focal point in diplomatic relations. Consequently, Fiji has emerged as a nation that both the U.S. and China are eager to engage with. In analyzing Fiji's recent diplomatic developments, it is evident that instead of solely relying on China for economic benefits or aligning with traditional Western powers, such as the U.S. and Australia, for security assurances, Fiji aims to take a leadership role in the Pacific region. As a result, Fiji has not aligned with China against the West, nor has it joined Western powers in countering China. Instead, Fiji has pursued a more balanced approach, strengthening ties with both China and the West, while adjusting its foreign policy to suit its economic and security interests. In essence, Fiji's foreign policy employs a hedging strategy, which aims to mitigate risks from both the U.S. and China while creating diplomatic space for negotiation and maneuvering to maximize its national interests. This paper uses hedging theory as a theoretical framework to examine Fiji's foreign policy in recent years, analyzing how Fiji utilizes this strategy to navigate between the U.S. and China in pursuit of maximizing its national interests. |
