| 中文摘要 | 近來從中央或地方政府處理公共事件觀察,政府現行體制似乎已難有效反應民意,代議情形也荒腔走板,而九合一選舉的民意落差及「柯p新政-民主2.0」帶起建立公部門與人民對話機制的施政新革潮及府會關係無法理性制衡等效應,使得政府施政近年來不得不考量採取以公民導向的開放政府與參與式民主。本文以文獻分析探討:當公民參與政府施政作為時,以公民導向評量政府內部組織績效良窳的可行性;試圖從「我國行政機關的施政績效管理工作沿革」、「績效管理與政府施政作為之關連性」、「公民導向─開放政府與公民參與的連結」,到「建構公民參與組織績效的理想模式」,翻轉公民與政府協力合作的機會、挑戰及互動模式。本文綜合行政機關施政績效管理架構系統(包括策略形成系統、策略系統、衡量系統、執行系統及回饋系統等);開放政府透明、參與及協力之三大協力構面;以及Gerry Stoker的八種公民商議機制,提出公民參與組織績效的理想模式,促使政府以公民導向的開放政府與公民參與的理性規劃趨於可行,更重闢一條民主更新的商議式參與新思維,使得政府施政理念能升級跨越到一個透明性、包容性、可近性及回應性的理想公民社會。 |
| 英文摘要 | Observing the handling of public events by the central or local government, the current governmental system struggles to reflect public opinion, and the representative system is off balance. The discrepancy in public opinion during the 9-in-1 elections, the wave of new governance brought about by the "New Politics of Mayor Ko - Democracy 2.0," and the inability to rationalize the relationship between the government and the legislature have led the government in recent years to adopt a citizen-oriented open government and participatory democracy. This article explores through a literature analysis the feasibility of evaluating government organizational performance based on citizen participation in governance. It delves into the historical evolution of administrative agencies' performance management in our country, the correlation between performance management and government actions, the link between citizen orientation - open government and citizen participation, and the ideal model of constructing organizational performance through citizen participation. It aims to adjust the opportunities, challenges, and interactive patterns of collaboration between citizens and the government. The article integrates the framework of administrative agencies' performance management system (including the system of strategy formation, strategic system, measurement system, execution system, and feedback system); the three major collaboration facets of open government - transparency, participation, and collaboration; and Gerry Stoker's eight types of civic deliberation mechanisms to propose an ideal model of citizen participation in organizational performance. This encourages the government to lean towards a feasible citizen-oriented open government and rational planning for citizen participation, ushering in a deliberative participatory new thinking for democratic renewal. This upgrade in governance philosophy aims to transition towards an ideal civil society characterized by transparency, inclusivity, proximity, and responsiveness. |
