| 中文摘要 | 不同族群有著不同文化,於是有著不同生活與價值觀,而長照領域也不例外;因此,當前政府積極推動高齡與照顧政策為長照2.0,其服務輸送理論上應針對不同族群有不同的文化照顧實務,而文化照顧的概念與實施在原住民族的長照服務網絡中至關重要。本研究旨在探討原住民族地區的原住民族長照在文化照顧上所面臨的需求與挑戰有哪些?本研究採取質性研究,研究場域是臺中市和平區泰雅族的部落,研究訪談了12位原住民族地區的長照工作者,並採用質性研究的分析方法對於所蒐集到的逐字稿做分析。本研究發現提出了原住民族地區文化照顧之需求有:(1)陪伴關懷需求-生理外的心理健康之支持、(2)文化氛圍需求-在熟悉文化中自在地接受服務;而其服務網絡之挑戰包含:(1)工作者對於原住民族語言與文化陌生之挑戰、(2)不同專業背景與工作角色之共識不足造成服務落差、(3)當前服務網絡合作上難以回應原住民族地區生態特性。對此,研究建議有四:(1)建議原住民族地區長照工作者均需有文化謙遜與文化照顧之能力、(2)建議長照服務網絡需要更致力於文化照顧的輸送模式建構(3)建議採取網絡模式或自我治理模式來實施、(4)建議政府落實原住民族長照專屬制度。 |
| 英文摘要 | Different ethnic groups have different cultures, leading to different lifestyles and values, and the field of long-term care is no exception. Therefore, as the current government actively promotes care police - Long-Term Care 2.0, service delivery theoretically should address cultural care practices specific to different ethnic groups. The concept and implementation of cultural care are crucial within the long-term care service network for Indigenous peoples. This study aims to explore the needs and challenges faced by Indigenous long-term care in cultural care in Indigenous areas. This research adopts a qualitative approach, focusing on the tribal communities of the Tayal people in the Heping District of Taichung City. 12 long-term care workers from Indigenous areas were interviewed, and qualitative research analysis methods were used to analyze the transcribed data. The study identifies the following needs for cultural care in Indigenous areas: (1) the need for companionship and support for psychological well-being beyond physical care, and (2) the need for a cultural atmosphere where services can be comfortably provided within familiar cultural contexts. Challenges within the service network include: (1) the unfamiliarity of long-term care workers with Indigenous languages and cultures, (2) a lack of consensus among long-term care workers from different professional backgrounds and roles leading to service disparities, and (3) difficulties in responding to the ecological characteristics of Indigenous areas within the current service network collaboration. In response, the study proposes four recommendations: (1) Indigenous long-term care workers should possess cultural humility and competency in cultural care, (2) long-term care service networks should focus more on constructing cultural care delivery models, (3) adopting network model or self-governance model for long-term care implementation, and (4) the government should enact specific policies for Indigenous long-term care. |
