| 中文摘要 | 為在國內生產毛額(GDP)的基礎之上,能反映健康、教育、環境 永續性等社會福祉與永續發展現況,各國際機構陸續提出不同面向的 發展指標,本文盤點國際各類永續發展及福祉面向之指標,探討其衡量 標準,同時檢視我國相關指標及內涵,並將國際與我國指標進行分析及 比較,主要分析結果如下: 1. 綠色國民所得之使用自然資源的許可證;製造業綠色成長指標系統 之綠色商品出口比例、CSR 數量、SOx 密集度、NOx 密集度;臺灣 永續發展目標之非核家園;福祉衡量指標之家庭可支配所得五等分 位倍數、部分工時或臨時性或人力派遣工作者比率、接近綠地、食 品衛生查驗不符規定比率、食品中毒患者比率、家庭暴力被害人口 率、住宅竊盜發生率、事故傷害死亡率,以上共 14 項臺灣指標之衡 量標準,係本文盤點之國際指標所沒有的,足見我國於永續及福祉 衡量指標之多元及細緻性。 2. 各國際指標之生產性資本、經驗與生產能力等人力資本、可再生能 源、社會支援網絡、環境噪音汙染程度、危險化學藥品的消費、農 藥銷售量、環境誘發的健康問題及相關成本、綠色成長國際資金流 動比例、每人擁有房間比例、投入休閒時間、利害關係人參與立法 程度等 12 項衡量標準係臺灣指標尚未提及的,建議未來研討精進我 國各項指標時可納入參考。 |
| 英文摘要 | On the basis of Gross Domestic Product, different international organizations proposed different development indicators to reflect the situation of social wellbeing and sustainability. This study analyzes and compares the international and Taiwan indicators, which is about sustainable development and national wellbeing. The results of this study are as follows: 1. There are 14 indicators of Taiwan’s are not found in international’s: Permits to use natural resources, Export ratio of green products, Amount of enterprises disclose corporate social responsibility report, SOx density, NOx density, Build a nuclear-free homeland, Ratio of income share of highest 20% to that of lowest 20%, Ratio of part-time, temporary or dispatched workers, Average green spaces per person in the urban area, Percentage of rejection cases in food inspection and test, Foodborne illness, Victim of domestic violence, Occurrence of residential burglary, Mortality from accidents. These show the diversity of Taiwan’s indicators. 2. There are 12 indicators of international’s are not found in Taiwan’s: Produced capital, Human capital (experience, value of skills), Renewable energy, Social network support, Population exposure to environmental noise, Consumption of chemicals by hazard class, Total sales of pesticides, Environmentally induced health problems and related costs, International financial flows of importance to green growth, Number of rooms per person/ Rooms per person, Time devoted to leisure and personal care, Stakeholder engagement for developing regulations. These indicators are suggested to be take into account when improving Taiwan’s sustainable development and national well-being indicator. |
