中文摘要 | 前言: 有鑒於 ICD-11 已於 2019 年 5 月舉行的世界衛生大會 WHA 通過,首度 將「傳統醫學」診斷納入補充章節,並自 2022 年開始實施,嗣後傳統醫藥 (包括中醫)診斷可依據此編碼進行系統歸類,具體落實傳統醫學納入管理, 對於中醫藥管理與研究發展有正面的影響。 研究目的: 本計畫主要目的在探討 ICD-11 對我國在中醫藥發展之影響並規劃相關 策略與因應措施。 研究方法: 透過(1)運用 WHO-FIC 平台,取得 ICD-11 整體文件,分析其架構並 闡 述 說 明 有 關 中 醫 章 節 (Chapter 26: Supplementary Chapter Traditional Medicine Conditions - Module I)納編沿革,ICD-11 使用之中醫疾病診斷編碼 與傳統中醫疾病診斷之臨床意義關聯性,並提供該章節之中文譯本文件。(2) 透過 PubMed、CNKI、J-Stage 等科學文獻資料庫、各國衛生福利部門政府官 方網頁、WHO 網頁,並參加 WHO-FIC 平台相關會議,收集相關資料,回顧 目前中醫藥研究或臨床報告概述世界各國實施 ICD-11 之時程規劃,及目前 中醫藥研究或臨床報告,引用 ICD-11 之現況。(3)透過辦理 1 場專家座談 會議,邀請國際相關 ICD-11 編修專家學者經驗分享參與 WHO 納編中醫章節過程,及 WHO 對傳統醫藥之推動策略並於會議中針對 ICD-11 對於中醫 醫學教育、中醫藥管理制度、中醫醫療及照護、中醫藥研究發展、臨床醫療 應用、中醫藥之國際合作交流、中醫藥產業國際接軌、及全民健保或醫療保 險等面向之影響,並提出影響評估及策略建議。 結果與討論: 此計畫於執行期完成(1)ICD-11 使用之中醫疾病診斷編碼與傳統中醫疾 病診斷之臨床意義關聯性報告 1 份,並提供該章節之中文譯本 1 份。(2)ICD11 時程規劃與目前中醫藥研究或臨床報告引用 ICD-11 報告 1 份(3)辦理 ICD-11 國際專家學者演講座談分享會 1 場,邀請 2 位國際相關 ICD-11 編修 專家學者經驗分享參與 WHO 納編中醫章節過程,及 WHO 對傳統醫藥之推 動策略,會議中針對 ICD-11 對於中醫醫學教育、中醫藥管理制度、中醫醫療 及照護、中醫藥研究發展、臨床醫療應用、中醫藥之國際合作交流、中醫藥 產業國際接軌、及全民健保或醫療保險等面向之影響,進行討論完成會議記 錄 1 份,並提出影響評估及策略建議報告書 1 份。 結論: ICD-11 對於中醫醫學教育、中醫藥管理制度、中醫醫療及照護、中醫藥 研究發展、臨床醫療應用、中醫藥之國際合作交流、中醫藥產業國際接軌、 及全民健保或醫療保險等面向具有重大影響,未來應持續推 ICD-11 的研究。 |
英文摘要 | Introduction: The ICD-11 was approved by the World Health Assembly (WHA) held in May 2019, and for the first time included the diagnosis of "traditional medicine" in the supplementary chapter. The ICD-11 has be effective from 2022 and beyond. TCM diagnosis can be systematically classified according to this code, and the inclusion of traditional medicine can be specifically implemented. ICD-11 shall have a positive impact on the management and research development of traditional Chinese medicine. Aim: This project aimed to explore the impact of ICD-11 on the development of traditional Chinese medicine in Taiwan and propose relevant strategies and countermeasures. Method: (1) Use the WHO-FIC platform to obtain the overall ICD-11 document, analyze its structure and explain the history of the collection and compilation of relevant Chinese medicine chapters (Chapter 26: Supplementary Chapter Traditional Medicine Conditions - Module I). Introduce the clinical significance of the traditional Chinese medicine disease diagnosis code used in ICD-11 and traditional Chinese medicine disease diagnosis, and provide the Chinese translation. (2) Collect relevant information through PubMed, CNKI, J-Stage and other scientific literature databases, official webpages of Ministry of Health and Welfare, WHO webpages, and participate in relevant meetings on the WHO-FIC platform. Outline the timetable for implementing ICD-11 in countries around the world, and review the current TCM research or clinical citations research. (3) Hold a forum and invite relevant international ICD-11 experts and scholars to share their experience in participation in the process of WHO's inclusion of Chinese medicine chapter, as well as WHO's promotion strategy for traditional medicine. Evaluate ICD-11 for TCM medical education, TCM management system, TCM medical care, TCM research and development, clinical medical application, international cooperation and exchange of TCM, international integration of TCM industry, and national health insurance or medical insurance impact. Results & Discussion: The following tasks have been completed: (1) Provide a report about the correlation between the diagnostic codes of TCM diseases used in ICD-11 and the clinically significance of traditional TCM disease diagnoses, and a Chinese translation of Chapter 26 Supplementary Chapter Traditional Medicine Conditions - Module I. (2) Provide a report about ICD-11 planning schedule and current Chinese medicine research or clinical citations research. (3) Hold a forum and invited 2 international ICD-11 experts to share experience about participating in the process of WHO's development of traditional medicine chapter and promotion strategy. In the forum, the impact on TCM medical education, management system, medical treatment and healthcare, research and development, clinical medical application, international cooperation, international industrial cooperation and impact on national health insurance or medical insurance has been discussed. A report of meeting record and an impact assessment and strategy proposal report have been submitted. conclusion: The implementation results of ICD-11 has huge impact on TCM medical education, management system, medical treatment and healthcare, research and development, clinical medical application, international cooperation, international industrial cooperation and impact on national health insurance and medical insurance. In the future, research on ICD-11 should continue to be promoted. |
