中文摘要 | 研究目的: 依藥師法第 15 條規定,修習中藥課程達適當標準之藥師,得執行中藥 製劑之製造、供應及調劑業務。而「藥師從事中藥製劑製造供應及調劑應修 習中藥課程標準」中已訂有藥師應修習中藥課程之科目及學分,並修正新增 160 小時中藥實習。本年度希望藉此計畫辦理師資培訓認證及場域遴選作業, 並針對本年度師培課程與場所遴選執行情形進行檢討,提出改善策略與建 議,並滾動修正辦法及要點。 研究方法: 本年度計畫研究方法如下: 1. 辦理視訊說明會,邀集各藥學院系、友會、縣市公會、有意願擔任 師資及遴選委員者參加說明會。會中說明中藥實習師資培訓課程以 及場所遴選申請流程。 2. 中藥實習指導教師培訓,本年度 3 場課程於 4 月、5 月、7 月辦理, 由於嚴重特殊傳染性肺炎疫情升溫因素,課程以線上視訊模式,共 2 天 16 小時課程,並擴大各梯次招生名額。 3. 中藥實習場所遴選,首先發文給各地方公會及藥學系推薦遴選委員, 並另邀中醫藥學界及相關場域專家組成遴選小組,召開遴選共識會 議,討論查核重點事項。並於 4 至 8 月進行 3 梯次訪查作業,並於全聯會中藥計畫專頁公告遴選結果。4. 全年度設置專線及專員提供中藥實習相關問題諮詢,並蒐集問題製 作疑義 Q&A。 5. 本計畫邀請醫療機構代表 9 名、社區藥局 4 名、中藥製藥廠 3 名、 中藥販賣業 2 名、實習實務代表 2 名及學界 4 名等專職人員共計 24 名,於 10 月召開專家學者會議,並請各藥學系派代表列席,針對年 度師培課程與場所遴選執行情形進行檢討,修正「藥學教育中藥實 習辦法」、「中藥實習指導教師培訓暨認證要點」及「中藥實習場所 遴選要點」。 主要發現: 視訊說明會各藥學院系、友會以及縣市公會等與會人數達 90 位。會後 於全聯會網頁提供說明會影片及簡報檔給有意參與中藥實習的人參考。另 受地方縣市公會邀請,舉辦實體說明會。 師資培訓部分,由於疫情因素採線上課程,三場次分別 4 月完訓 80 名, 5 月完訓 92 名,7 月完訓 82 名,總計完訓 254 名師資。 全年度 3 梯次中藥實習場所遴選,三梯次遴選總計合格場所共 101 家, 包含中醫醫療院所 59 家、社區藥局 38 家、中藥販賣業 2 家,以及中藥製 藥廠 2 家。「中藥實習場所一覽表」於 8 月整理完成並發文供各藥學大專院 校參考運用。 全年度設置專線及專員提供中藥實習問題諮詢,並蒐集問題製作疑義 Q&A,Q&A 於 4 月及 8 月在全聯會網頁公告。 專家學者會議於 10 月 24 日以實體及視訊並行方式召開會議,會議上 除報告今年度計畫重點及目前執行進度,並修正中藥實習相關辦法及要點。 結果與討論: 本次計畫完成 1 次線上說明會及 1 次實體說明會。於師資培訓部份, 線上課程擴大招收,完訓 254 名師資。全年 3 梯次中藥實習場所遴選總計 合格場所共 101 家,合格場域整理成「中藥實習場所一覽表」供各藥學大專 院校參考運用。設置專線及專員提供中藥實習諮詢,並進行 2 次 Q&A 的更 新。10 月辦理專家學者會議,會中修正「藥學教育中藥實習辦法」中師生 比放寬至 1:4、「中藥實習指導教師培訓暨認證要點」加入指導教師中藥不良反應通報作為師資資格展延積分累計的項目之一、「中藥實習場所遴選要 點」修正展延條件及遴選基準項目等條文。並提議有關部分場域中藥教學項 目不足的合作訓練需參考 PGY 合作訓練草擬規定、如遇到有醫院拒收中藥 實習生請將名單轉知給臨床藥學會輔導及建議畢業後之實習由地方公會辦理。 |
英文摘要 | Puepose: According to Article 15 of the Pharmacists Act, pharmacists who have studied traditional Chinese medicine (TCM) to a fair standard of proficiency can engage in the manufacture, supply and dispensing of TCM preparations. The " Pharmacists engaged in the manufacture, supply and adjustment of TCM preparations must take TCM course standards " stipulates the subjects and credits of TCM courses that pharmacists should take, and has revised and added 160 hours of TCM practice. This year's project aims to implement the internship teacher certification and site selection, conduct a review of the practice mentor training courses and site selection, propose improvement strategies and recommendations, as well as correct regulations and implementation rules on a rolling basis. Method: The research methods for this year's project are as follows: 1. Organize a video conference. Invited pharmacy departments, friendship associations and county associations to participate in the seminar, explained the TCM internship teacher training and the TCM internship places process of selection, reviewed standards and related matters to precautions. 2. Hold TCM internship teacher teaching training course. Courses were held in April, May and July. Due to the intensification of the COVID-19 epidemic, the course was conducted online for 2 days with a total of 16 hours. The enrollment quota of each period has been expanded compared with the past. 3. Selection of TCM internship sites. We will formally send letters to local associations and university departments of pharmacy, asking them to recommend candidates, and invite experts in the field of TCM to form a selection committee. The committee will meet to discuss the selection principles and reach a consensus. There will be 3 interviews from April to August, and the selection results will be announced on the Project page of the Federation of Taiwan Pharmacists Associations website. 4. Set up a special line for specialists to provide consultation on issues related to TCM practice, and collect questions to produce Q&A articles. 5. We invited 24 experts including 9 representatives of medical institutions, 4 representatives of community pharmacies, 3 representatives of Chinese medicine pharmaceutical companies, 2 representatives of Chinese medicine sellers, 2 representatives of practitioners, and 4 representatives of academic institutions to participate in the expert meeting held in October. Representatives from pharmacy departments of universities are also invited to attend the meeting. During the meeting, the implementation of mentor training courses and site selection for this year were reviewed, and the "Regulations of Pharmaceutical Education Traditional Chinese Medicine Practice", "Implementation Rules of Traditional Chinese Medicine Practice Instructor Certification Training" and "Implementation Rules of Traditional Chinese Medicine Practice Practicum Selection" are revised. Key findings: A total of 90 people from the pharmacy departments of various universities, pharmacist associations, and county and city associations participated in the video conference. After the meeting, the meeting video and presentation files were provided on the website of the Federation of Taiwan Pharmacists Associations for reference by those who are interested in practicing TCM. In addition, a physical meeting was held at the invitation of the local county and city associations. In addition to introducing this year's project focus and implementation progress, the meeting also revised the regulations and implementation rules on TCM practice. Conclusion and recommendations: This project has had 1 online and 1 physical presentation. Due to the expansion of the enrollment scale of online courses, 254 mentors have been trained this year. Three selection meetings for TCM internship places have been held, and a total of 101 TCM internship places that met the requirements were selected. Qualified sites have been compiled into the "List of TCM Internship Places and Teachers" for reference by the pharmacy departments of universities. The dedicated line for TCM practitioners has been set up, and 2 Q&A articles have been updated. The expert meeting has been held in October, during which the "Regulations of Pharmaceutical Education Traditional Chinese Medicine Practice" was revised, and the mentor-student ratio was relaxed to 1:4; for the "Implementation Rules of Traditional Chinese Medicine Practice Instructor Certification Training", the mentor's notification of adverse reactions to TCM was added as one of the points for mentor qualification extension; in the "Implementation Rules of Traditional Chinese Medicine Practice Practicum Selection", the provisions such as extension conditions and selection criteria were revised.
