英文摘要 | Yoshinomura (village of Yoshino) of Karenkō Prefecture was one of the earliest immigration village during Japanese Colonial Ruled Period, there is abundant forage production around here and most of the villagers were capable of care for or work with horses. Hence, Karenkō Prefecture has started to strengthen the village's horse breeding industry; lending the 11 mares returned from the Jinan Incident to local farmers. With the prominent achievement of horse industry in Karenkō Prefecture, Government-General of Taiwan formally introduced a policy to incentivize the horse breeding. In 1936, with the implementation of the Second Horse Administration Plan, the Taiwan region also began executing its own version of the Horse Administration Plan. In response to the needs of industry and national defense, the government imported mares from Japan(內地). These mares were then crossbred with high-quality stallions to produce robust and heat-resistant horses and with the aim of mass production. Due to the horse industry expertise in the eastern Taiwan, Karenkō Prefecture and Taitō Prefecture became a focal area for incentivizing horse production. In 1937, Government-General of Taiwan established the Karenkō Prefecture Stud Farm(花蓮港種馬所), and Karenkō Prefecture also engaged in various horse-related industries. Up to this point, this paper primarily explores four aspects: 1. Horse production activities in Karenkō Prefecture during the Japanese Colonial Ruled Period, both before and after the establishment of the Taiwan Horse Administration Plan, and the content of it. 2. The specific incentive activities implemented by Karenkō Prefecture during the wartime. 3. What kind of people involved in horse-related activities. 4. The development of horse production incentive policies and their impact on society. |
