| 中文摘要 | 消防工作首要原則為確保自身安全,因此在展開救援行動前會盡可能評估 救災環境帶來的風險,從而順利完成救援任務。在消防單位日常處理的災害中, 消防人員面對的是人為或天然因素所衍生的危害,這樣的災害通常為意外所導 致,而特殊的人為災害如恐怖攻擊等,消防人員也會在軍警等單位排除或控制 兇嫌後,在相對安全的情況下執行搶救,因此無須直接面對人為惡意的攻擊。 然而在戰爭期間,城市及基礎設施暴露在對方的攻擊範圍之中,這些居住區與 大型設施一旦被擊中將造成大規模的災害,而且面對難以預測的攻擊方式、間 隙及頻率,消防人員要如何在救災時確保自身安全也是一大難題。本研究蒐集 俄烏戰爭相關報導、官方聲明等網路影音文字資料進行文獻分析。經本研究分 析認為,在戰爭中對於消防工作而言,救護任務會有「大量傷病患」、「多為出 血性創傷」及「戰爭初期醫療救護體系崩潰」等影響;救助任務有「難以準確 判斷救助環境風險」及「因戰爭破壞水壩導致洪災頻發」等影響;救災任務則 有「受到轟炸導致火、化災頻發」、「水電中斷搶救困難」及「穿著額外裝備影 響搶救」等影響。 |
| 英文摘要 | The primary principle of firefighting is to ensure personal safety. Therefore, before initiating rescue operations, firefighters will assess the risks posed by the disaster environment as much as possible to successfully accomplish the rescue mission. In the daily handling of disasters by firefighting units, firefighters face hazards arising from both human-made and natural factors. Such disasters are typically caused by accidents. In the case of special human-made disasters like terrorist attacks, firefighters will also carry out rescue operations in relatively safe conditions after military or police units have eliminated or controlled the perpetrators. Hence, they do not directly face malicious attacks. However, during times of war, cities and infrastructure are exposed within the range of the opposing forces' attacks. Once these residential areas and large facilities are hit, they can result in massive disasters. Moreover, facing unpredictable methods, intervals, and frequencies of attacks, ensuring the safety of firefighters during disaster relief becomes a major challenge. This study collects reports related to the Russo-Ukrainian War, official statements, and other online audiovisual and textual materials for documentary analysis. Through this research, it is concluded that in the context of firefighting during war, rescue missions are affected by factors such as 'a large number of casualties and injuries,' 'mostly involving bleeding wounds,' and 'collapse of the medical rescue system during the early stages of war.' Assistance missions encounter challenges like 'difficulty in accurately assessing environmental risks for assistance' and 'frequent flooding due to dam destruction caused by the war.' Disaster relief missions are impacted by events such as 'fires and chemical disasters caused by bombings,' 'difficulty in rescue due to water and power outages,' and 'the influence of wearing additional equipment on rescue operations. |
