| 英文摘要 | When the COVID-19 epidemic broke out in Wuhan, mainland China, at the end of 2019, the Department of Disease Control and Prevention of the Ministry of Health and Welfare took immediate action. On January 20, 2020, the Executive Yuan established a third level of "Central Epidemic Command Center", headed by Chou Jhi-Haw, Director of the Department of Disease Control and Prevention. On January 23, the Central Epidemic Command Center was opened as a second level, with Minister of Health and Welfare Chen Shih-Chung as the commander. Chen Shih-Chung resigned on July 18, 2022, and Wang Victor became the commander. As the epidemic gradually eased, Executive President Chen Chien-Jen announced that the COVID-19 epidemic would be downgraded starting from May 1, 2023, and the "Central Epidemic Command Center" was withdrawn and deorganized; this operation lasted a total of 1,197 days. The author works at the Epidemic Center of the Department of Disease Control (January 3 to November 30, 2023), uses participant observation method to personally experience the process, and adopts the "Donabedian Model of care" to obtain verification: To control a severe epidemic, the organizational structure and processes of epidemic prevention and control agencies must first be adjusted to achieve excellent results. |
