中文摘要 | 為推廣使用再生能源,苗栗縣政府積極推動再生能源系統的開發。本文調查苗栗縣已開發的再生能源的裝置容量,探討未來的發展潛能,規畫未來發展方向及持續發展藍圖。太陽能部分,苗栗縣的日照度雖不如南臺灣,但仍為北臺灣最佳。依苗栗縣政府登記資料,苗栗縣從民國99年至106年9月為止,累計申請安裝的太陽光電系統裝置容量已達到44MW,估計未來可開發的裝置容量約為218MW。相對於全國,苗栗縣在屋頂太陽能系統的安裝比率仍屬偏低。太陽光電站仍有五倍於既有光電站的發展空間,未來十年將是快速發展期。風能部分苗栗縣風能條件優越,依據臺灣電力公司資料,苗栗縣風力機組裝置容量已達136MW,為全國各縣市排行第二。但未來陸基風機場地已經飽和,只能朝離岸風機開發,估計約有2240MW的裝置容量可供開發。海上風機的潛能龐大,但技術困難較高。短期的第一要務是驗證風機對抗颱風的能力,通過測試後再以長期推動進行。 |
英文摘要 | The Miaoli County government actively promotes the development of renewable energy. This paper reports the current status of installed capacity of renewable energy devices in Miaoli County and explores area for future development. Layout plans, development directions, and schedules are formulated. Regarding the solar energy sector, although the solar irradiance in Miaoli County is not as powerful as that in the southern Taiwan, it is still the most powerful in the northern Taiwan. According to the Miaoli County Government, the capacity of the solar photovoltaic system installed in the county from 2010 to September 2017 has reached 44 MW, and the estimated capacity for the future is 218 MW. Compared with Taiwan in general, the installation ratio of the county's rooftop solar system is still low. The market demands for photovoltaic power plants is five times the capacity of the existing plants, and the next decade will be a period of rapid development. According to the information from Taiwan Electric Power Company, the installed capacity in Miaoli s wind turbines has reached 136 MW, ranking second in all counties and cities in Taiwan. However, in the future, permitted locations for land-based wind turbines will be limited and such turbines will only be permitted to be installed in offshore areas. It is estimated that 2240 MW of the total capacity is available for development. Offshore wind turbines have considerable potential, but substantial technical exists. In the short term, the first priority is to verify the ability of wind turbine to endure typhoons. After successful tests, the long term goal is the promotion of off-shore wind turbines. |
