中文摘要 | 台灣近年來由颱風帶來的超大豪雨,每每造成區域嚴重的淹水,尤其是人口密集的都市淹水,常造成嚴重的災情,因此有效率消防淹水救災能量的超前佈署配置,乃為都市水災防救中重要的人命救援工作之一。有鑑於目前在都市消防淹水救災能量超前佈署配置的實際決策過程中,仍處於「專家」的個人經驗判斷,因此,本文乃以台南市為例,透過專家問卷調查法、層級分析法及線性規劃法等系統研究方法,建置一個新的消防救災能量超前佈署配置之決策支援模式,用以綜整各項資訊,進行最佳化的超前能量配置決策,本文並以2012年仁德區淹水案例及2013年新化區淹水案例來進行本文模式的驗證,顯示本文模式具一定程度的可行性及正確性,可提供消防單位及後續研究之參考。 |
英文摘要 | Recently, typhoon-induced heavy rainfalls in Taiwan always caused severe regional inundations often and often, and led to serious disasters, especially in the densely populated urban areas. It is desirable to develop an effective deployment of rescuing capacity for saving the life in the mitigating works of urban flood disasters. At present, the making-decision to deploy the rescuing capacity of flood disasters still relied on individual experience judgments of experts. This paper aimed to develop a new decision support model of deployment of rescuing capacity to mitigate flood disasters. The Tainan city was illustrated, and the methods including questionnaire survey, Analytic Hierarchy Process (AHP) and linear programming (LP) were adopted in this paper. The proposed support model can be used to integrate systematically all kinds of information and support an optimal decision in the deployment of rescuing capacity. The findings showed that the proposed model was practical and effective by the verification of two actual records of the 2012 Rend flood and the 2013 Xinhua flood, which can supply a helpful reference for firefighting department. |
