中文摘要 | 目的:105年公費流感疫苗擴大接種對象,希望能降低老人、孕婦及具重大或慢 性潛在疾病者因罹患流感導致嚴重的併發症或死亡,積極維護高危險群與幼兒健康, 減少醫療費用支出1。醫療院所藥劑部門常負責公費流感疫苗發放與手寫造冊作業2, 造冊欄位包含相當多的病人基本資料,且常需經由人工填寫。手寫造冊常造成流感疫 苗施打高峰期藥事人員極大業務負擔。南部某醫學中心導入造冊資訊化思考模式,結 合手寫板簽名認證。期能結合資訊工具,提升流感疫苗發放順暢性與降低藥師人員業 務負擔。 方法:導入資訊化暨電子簽名流程,由電子簽名記錄生物特徵3-4,具有「辨識 性」、「安全性」、「不可否認性」。門診藥師刷讀處方箋條碼,利用程式帶入醫囑 與病人相關資料,結合疫苗廠牌批號管理系統,跳出簽名視窗供民眾簽名進行確認, 後台再輸出列印公版疫苗造冊資料,以利疫苗核銷事宜。 結果:執行資訊化電子簽名流程後,大幅降低藥事人員手寫造冊時間,時間縮短 幅度達83.3%。滿意度亦大幅提升,「非常滿意」達93%,可見執行之成效。 結論:電子簽名乃未來趨勢,可廣泛運用於醫療體系,最大效益為提供電子簽名 板供顧客簽名直接存於系統內,減輕作業,並提昇醫院管理與效率。 |
英文摘要 | Objectives: In 2016, publicly funded influenza vaccine coverage was expanded so as to reduce serious complications or death due to influenza among the elderly, pregnant women, or patients with major or chronic diseases. This effort has actively Maintained the health of high-risk groups and children, reducing overall medical expenses. Pharmaceutical departments of medical institutions are often responsible for publicly funded flu vaccine distributions and handwritten inventory records. These records contain a considerable volume of basic patient information that requires manual input. Handwritten inventory records result in extra work burden for pharmaceutical professionals during the peak period of influenza vaccine administration. A medical center in southern Taiwan Digitized the inventory records and Incorporated an electronic signature verification function. This was aimed to enhance the smoothness of influenza vaccine distribution and reduce the burden on the pharmaceutical staff. Methods: Digitization and use of electronic signature for biometric records provides visibility, security, and non-repudiation. Pharmacists scan the bar codes and make use of the program to access doctors’ prescriptions and instructions, as well as patient-related data. This is followed by accessing the vaccine label batch management system and digital signature verification by patients. The data are extracted in the back-end to print vaccine inventory records so as to facilitate vaccine sale verification. Results: After implementation of the electronic signature verification process, the time spent by pharmaceutical staff on handwritten inventory records was significantly reduced by 83.3%. The rate of satisfaction also increased significantly, with 93% being “very satisfied.” This reflects the effectiveness of the project. Conclusions: Electronic signature will become a future trend that can be widely used in the health care system. The greatest benefit is being able to store the customer’s electronic signature directly in the system, hence reducing workload and improving hospital management and efficiency. |
