中文摘要 | 政府積極推動大專校院人權教育迄今已超過十五年,初期以鼓勵大專校院在通識教育中開設相關人權教育課程為執行要項,其後的推動方式則以鼓勵開設講座,或者舉辦相關課外活動為主。實施以來,在私立大學實際的推動狀況及成效如何?面臨到何種推動上的瓶頸與限制?皆是值得檢討的課題。 本文觀察某私立大學推動人權教育的情況,主要的焦點置於介紹教育部從 2001年以迄目前,各項鼓勵大學推動人權教育的政策指導方案或計畫的要旨,進而介紹與分析該私立大學在人權相關課程的設計與規劃,以及以課外活動方式推動人權教育的實施情況,藉以瞭解實際執行上可能面臨的瓶頸與限制。最後,在本文的討論中亦隱約指出,儘管學術自由的憲法保障給予了大學自治的堅實基礎,但私立大學若要持續與深化人權教育的推動,政府給予足夠經費補助作為鼓勵的「誘因」,當仍是最為關鍵的因素與努力目標。 |
英文摘要 | The promotion of human rights education in Taiwan’s higher education has been proceeded for more than 15 years. The government encouraged each university offering related courses of human rights in her General Education in the initial stage. The next impetus action can be found in lecture/speech as well as extracurricular activities. This paper aims to discuss the methods and effects of human rights education through an observation from a private university. It introduces human rights guidelines of Ministry of Education since 2000, following on the enforcement by the university. It points out the difficulty and limitation of human rights education during the performance. Last but not least, it indicates a vivid and valid way, in the name of university autonomy, for the promotion of human rights in higher education is sufficient subsidy by the government. |
