中文摘要 | 我國於2007年訂定高中優質化輔助方案,做為十二年國民基本教育 之先導計畫,並於2008年訂定、2014年修正發布「教育部國民及學前教 育署補助高中優質化輔助方案經費要點」,強調各區域高中均能普遍優質, 引領學校特色發展。基此,本文以「冰山模型」為隱喻的政策過程模式為 架構,探究政策形成與發展之過程;其次,針對高中優質化輔助方案政策 內容,.從政策設計的四個層面,據以評析。最後獲致結論如下:(一)高 中優質化政策目標與升學主義的價值觀相互矛盾;(二)政策因果模式之 關聯性仍待商榷;(三)金錢作為政策工具有助於學校經營發展。並進一 步建議:(一)宜重新檢視誘導式政策工具之內涵;(二)宜持續強調由下 而上政策執行途徑的團體動力模式。 |
英文摘要 | “School Actualization Programs” was implemented in Taiwan since 2007 to enhance the quality of education across the country. Specifically,the related theories and models of policy analysis were discussed first,and the metaphor of “iceberg model” as the framework of policy process was proposed. Then, the contents of “School Actualization Programs” were illustrated and analyzed. Finally, the findings of the study were summarized as follows: the policy goal and the value of credentialism were paradoxical,the relationship of causal models were open to dispute,and the subsidy as policy instrument improved the development of school. And the further suggestions were proposed as follows: to re-examine the contents of the inducement policy instrument, and to keep taking the bottom-up approaches within policy implementation. |
