| 中文摘要 | 莫拉克( Morakot)颱風於 2009年 8月侵襲南臺灣,對嘉義縣、高雄市及屏東縣等 3縣市轄內山區帶來連續 3天累積之最大降雨量高達 2,900公厘以上,約占臺灣全年年平均降雨量之 83%。造成嚴重山崩、地滑與土石流等土砂災害。依據水土保持局( 2010)之衛星影像判釋結果顯示,莫拉克重災區即有多達 1萬 904處崩塌,總崩塌面積高達 1萬 8,113公頃。對曾文水庫集水區衍生極大之土砂災害問題,影響其蓄水防洪功能至鉅。為期降低此土砂災害之潛勢致災風險,本計畫乃就曾文水庫集水區於受極端降雨衝擊影響下,水庫集水區自然環境因受劇烈變化後所衍生之大規模土砂災害區域範圍判定、土砂災害空間分布及土砂災害環境基本資料等資訊化之可行性進行分析探討。因此如何考量受極端降雨衝擊下,就集水區內土砂災害發生機制,災害資訊快速傳輸與災害前後環境變異分析等各項結合防災資訊管理系統之建置與應用,據以提昇曾文水庫集水區自然環境之耐災度與回復力,進而降低其環境脆弱度,乃為本研究之重要課題。 |
| 英文摘要 | More than 2,900mm accumulated rainfall were brought by Morakot typhoon (08/08/2009) occurred at southern Taiwan within continuous 3 days. Total amount of this heavy rainfall was almost occurred 83% of annual precipation in Taiwan. Very serious landslide, debris flow, flooding and sediment related disasters were induced by this event. As a result, This research was mainly focused on applying field investigations integrated with GPS/GIS technique to analyze and collect the characteristics, movement and information of these disasters. The satellite image processing project conducted by Soil and Water Conservation Bureau after Morakot event indicated that more than 10,904 sites of landslide with total sliding area of 18,113ha happen in this regaion. Zengwen reservoir watershed located at Kaohsiung, Chiayi and Pingtung counties was selected as a study area. The characteristics and scale of sediment disasters have a negative effect on the operating function of Zengwen reservoir. In order to decrease the risk of sediment related disasters within Zengwen watershed, the strategy of slope land conservation and the establishment of hazard mitigation / disaster prevention systems should be executed as soon as possible. Study on all information contribute to the database establishment of sediment related disasters induced by heavy rainfall become an important issue which was seriously concerned by the government in Taiwan. Both disaster database and disaster managent Information System (DMIS) establishment under the condition of extremely heavy rainfall caused by climate change during the past 20 years would be seriously concerned as a critical issue by this research. Hopefully, the application of established DMIS for thses disasters can be used as a comprehensive tool for the disaster prevention and hazard mitigation systems operated at Zengwen reservoir watershed in southern Taiwan. |
