中文摘要 | 本研究以資料包絡分析(Data Envelopment Analysis, DEA)方法衡量2009年至2013年五年間,臺灣地區之墾丁、玉山、陽明山、太魯閣、雪霸、金門、東沙環礁,以及台江等8座國家公園的相對經營效率。依成立國家公園的主要目標,選用政府公開資訊,以單位面積預算、單位面積員額,及物種總數等3項為投入項目;以遊客人次、步道和人行護欄長度、取締違法案件數、硬體建設,及物種增減率等5項為產出項目,分別以Minimizing-Constant、Minimizing-Variation、Maximizing-Constant,及Maximizing-Variation等四種效率模式分析各座國家公園各年度之相對經營效率。結果顯示:相對經營效率的平均值最高者為Maximizing-Variation模式,而鑑別度最高者則是Minimizing-Constant模式。墾丁與玉山兩國家公園一直具有穩定的高相對經營效率;相對經營效率的總平均值最高是2013年,2009年則最低;一致性最高的是2013年,最低的則是2010年。國家公園成立年數與各種DEA效率模式所得相對效率值的相關性在0.574至0.881之間,相關性最高者為Minimizing-Constant模式。相對經營效率平均值為北區最高,離島則最低。本研究希能提供政府主管機關、民意監督機構、利害關係團體,以及一般民眾對臺灣地區國家公園之經營效率可有一整體性的認識與個別性的評比,作為日後管理、監督及改善的依據。 |
英文摘要 | In this paper, we use the method of data envelopment analysis (DEA) to measure the operating efficiency for National Parks, including Kenting, Yushan, Yangmingshan, Taroko, Shei-pa, Kinmen, Dongsha, and Taijiang, of Taiwan in 2009-2013. In accordance with the major goals of national parks, analysized data were choosed from public information which were provided by government. Three input items include budget per unit area, number of staff per unit area, and the total number of species. On the other hand, five outputs are the number of visitors, the length of trails and pedestrian fence, the number for discovering illegal cases, the unit of hardware construction, and the changes rate of species. With the data of 3 items for input and 5 items for output, the four DEA models, which include Minimizing-Constant, Minimizing-Variation, Maximizing-Constant, and Maximizing-Variation have been used to evaluate, respectively, the relative operating efficiency for each national park in each year. The results of our study show the fact that Maximizing-Variation mode obtained the highest average relative operating efficiency and Minimizing-Constant mode had the highest discriminating power. Both Kenting and Yushan national parks had more stable and higher operating efficiency. The average relative operating efficiency in 2013 was the highest, and that in 2009 was the lowest. Consistency of relative operating efficiency was the best in 2013 and was the worst in 2010. Efficiency and operating years of the national park were positive related. The correlation coefficients were between 0.574 and 0.881. Efficiency obtained by Minimizing-Constant mode had the highest correlation with operating years. The relative operating efficiency of national park in the North of Taiwan was the highest, which in the islands was the lowest. Discoveries in this study on the operating efficiency of Taiwan's national parks can provide government, public agencies, interest groups and the general public a holistic understanding and individual comparison, which can induce better management, rigorous monitoring and continuous improvement in the future. |
