英文摘要 | In Mainland China’s view, “One Country, Two System” is a scientific approach to carry out peaceful reunification. Hong Kong social and economic systems will remain unchanged for 50 years was Mainland China’s promise to the people of Hong Kong. Practically, the contradiction of core values and demands between Beijing and Hong Kong arise in the Hong Kong Basic Law of 1990. Mainland China had confirm that “The ultimate aim is the selection of the Chief Executive by universal suffrage upon nomination by a broadly representative Nominating Committee,” during the drafting of Hong Kong Basic Law, but it is not the intentions of Hong Kong people. In fact, the electoral method of the Chief Executive has been a debated issue since 1990. Beijing had treated the issue by “delaying tacit” in Hu Jintao era, but it will be resolute by assertive way in Xi Jinping era. Moreover, Beijing has tightening control to Hong Kong gradually in recent years, and strengthening penetrates Hong Kong media, civil society and business sectors. This tendency is eroding the confident of Hong Kong people’s positive view of “One Country, Two System” and triggering social movement in Hong Kong, such as Occupy Central movement in 2014. This article will divided four parts. First, the study introduces the origin and development of “One Country, Two System”. Secondly, it reviews Beijing’s proposal on the Hong Kong Chief Executive electoral method. Third, it discusses the proposals from Hong Kong civil society. In conclusion, it analyzes the implementation of Occupy Central. |
