中文摘要 | 抗戰勝利前夕,一場以爭取新聞出版自由為口號的拒檢運動,在陪都重慶爆發,隨後又很快席捲到了全國其它主要城市。這場運動似乎收到了立竿見影的效果。時任宣傳部長吳國楨於 9月 12日宣佈,戰時新聞檢查制度,將於同年 10月 1日起廢止。對於關心中國新聞事業發展的人們而言,這無疑是一個令人振奮的消息。此前,因不滿重慶戰時新聞檢查,而自行宣佈停刊的《大美晚報》管理層,在得知此消息後,便立即決定到上海復刊。然而,縱觀戰後中國的歷史發展進程就可以發現,新聞業並沒有因拒檢運動而真正獲得持久的自由環境,反而隨著不久之後國共内戰的爆發,而再度陷入到了蕭條,被政黨支配與嚴格控制的窘境中。因此,考察拒檢運動的歷史對於深入了解戰後中國新聞業的發展,具有至關重要的意義。本文將重新還原拒檢運動爆發的歷史過程,並在此基礎上考察這場運動的性質,產生的根源及其給戰後中國新聞業發展所帶來的影響。 |
英文摘要 | A movement which claimed to resist the Nationalist Government of suppressing the press and publication, broke out on the eve of Victory over Japan Day in wartime Capital Chongqing, and soon after proliferated into other main cities of China. This is known as the Refusing Censorship Movement. The effects of this movement seemed to be immediate. Wu Kuo-chen, head of the Publicity Department of the Nationalist Party, on 12 September 1945 announced that war-time censorship would be cancelled from 1 October of that year. To the people who were concerned with the development of Chinese journalism, this was, without doubt, heartening news. After learning about the matter, the management of the Shanghai Evening Post and Mercury who had suspended the Chongqing edition of the paper for being dissatisfied at the strict wartime censorship imposed by the Nationalist Government immediately made the decision to re-establish their newspaper in Shanghai. However, the historical overview of journalism in post-war China shows that the Refusing Censorship Movement did not bring a lasting and genuine free environment. On the contrary, the press experienced depression and strict censorship under the partisan dominance as the Chinese Civil War broke out soon after Victory over Japan Day. Therefore, examination of the Refusing Censorship Movement is critical for a deep understanding of the post-war journalism development in China. This article will aim to restore the historical process of the outbreak of the Refusing Censorship Movement, and based on the narratives as illustrated, the properties and root of the movement, and the influence it exerted to the post-war Chinese journalism development will be examined further. |
